CALL TO ORDER
Chair Dawson called the meeting to order at 4:01 p.m.
Recording Secretary Barrera called the roll and explained to the public how to participate in the
meeting remotely.
GENERAL PUBLIC COMMENTS
Kim Judson provided comment on an active project at her home. Ms. Judson expressed
frustration with a survey policy.
Planning Manager Hill outlined the policy and stated the Planning Commission (PC) could
agendize the issue in the future if they’d like to make changes.
The PC voted in favor of agendizing the discussion.

ACTION: Approved as submitted.
On a motion by Commissioner Fletcher, seconded by Vice-Chair Bluth, and carried by the

ACTION: Approved with conditions Use Permit UP-24-0049 to Allow Modifications to an
Existing Wireless Communications Facility on an Existing Utility Pole within
Public Right-of-Way at Highway 68 at Josselyn Canyon Road
Staff Presentation/Commissioner Questions
Jerry Hittleman presented the Agenda Report and answered Commissioner questions
equipment location, history of the facility, and aesthetics.
Mr. Hill discussed the proposed work, noting that no additional ground-mounted equipment is
proposed. Mr. Hittleman explained that small changes, like replacing cabinets are allowed
under the current regulations.
Commissioner Brassfield questioned the notification process for both projects. Mr. Hill clarified
that notifications are sent to property owners within 300 feet and that meeting information is
posted on-site in addition to City Hall.
Commissioner Bluth inquired about requesting artificial foliage to improve aesthetics along
Highway 68. Mr. Hill mentioned that while artificial foliage can be required for better
appearance, unnecessary additional equipment is not recommended.
Applicant
Applicant Greg Davis addressed aesthetic concerns. He stated that he can inquire with AT&T
about applying a concealment cover to make antennas less visible.
Public Comments
Nina Beety expressed concerns on the notification process, the Agenda Report, and fire and
safety concerns.
Commissioner Comments
The Commissioners had no additional comments.
On a motion by Commissioner Brassfield, seconded by Vice-Chair Bluth and carried by the
following vote, the Planning Commission approved with conditions Use Permit UP-24-0049 to
allow modifications to an existing wireless communications facility on an existing utility pole
within public right-of-way at Highway 68 at Josselyn Canyon Road:

Jerry Hittleman presented the Agenda Report, and the Commissioners had no additional
questions.
Applicant
Greg Davis made himself available for questions.
Chair Dawson expressed concerns over first responder safety. Commissioner Brassfield
expressed concerns over signage.
Public Comments
Nina Beety had questions about the type of batteries, the amount of RF exposure, and the
notification process.
Mr. Hill noted there is a spec sheet of batteries included in the project plans. Mr. Davis said
there is no increase in RF exposure or equipment.

On a motion by Vice-Chair Bluth seconded by Commissioner Brassfield and carried by the
following vote, the Planning Commission approved Use Permit UP-24-0048 to allow
modifications to an existing wireless communications facility within public right-of-way at

COMMISSIONER COMMENTS
Vice-Chair Bluth expressed concerns over the trash enclosure at the Marriot Hotel.
Commissioner Brassfield raised an issue with businesses refusing the public use of their
restrooms. Mr. Hill advised taking the issue to the Building Department.

Commissioner Brassfield requested to schedule a discussion to review the wireless ordinance,
specifically the signage and visual creep requirements. Commissioner Fletcher echoed these
concerns.

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Planning Commission meetings, there are two 15-minute public comment
periods, one in the afternoon and one in the evening. Speakers may only comment during
one session.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to
line up at the podium or raise their hands, and for remote participants to use *9 on the telephone
or the “raise hand” function in Zoom, if they wish to address the Planning Commission. The
maximum amount of time for each person to speak and the total amount of time allotted for
each item will be determined based on the number of people indicating an interest in speaking
and the amount of business to be conducted on the agenda. In exceptional circumstances and
when necessary to ensure a full opportunity for public input, the Chair may, with the Planning
Commission’s consent, adjust the amount of time allowed for public input and/or the time
allotted for each speaker.
FIELD TRIP
The Planning Commission will not conduct a field trip on to review the June 25, 2024 PC
