CALL TO ORDER
Chair Bluth called the meeting to order at 4:00 p.m. Recording Secretary Barrera announced
staff present and provided information to the public about how to participate by calling in to give
public comment on the live web meeting.

ACTION: Approved a Resolution Recommending to the City Council that the Capital

following vote, the Planning Commission approved a resolution recommending to the City

as amended with the 30 Fisherman’s Wharf Project is consistent with the City’s General Plan,
Area Plans, Master Plans, Specific Plans, Coastal Plans, Traffic Calming Plans, and Move
Monterey Multimodal Plan and supersedes Planning Commission Resolution 24-010:

ACTION: Approved Variance Application VA-24-0010 to Allow the Construction of a Two-
car Garage with a Reduced Front Yard Setback, Reduced Side Yard Setback, Reduced
Building Separation, and a Building Height Exceeding the 12-Foot Maximum at an
Existing Single-Family Residence at 1040 Roosevelt
Staff Presentation/Commissioner Questions
Principal Planner Roveri presented the Agenda Report and answered Commissioner questions
regarding existing and proposed elevations and parking.
Planning Manager Hill clarified the roles of the Planning Commission (PC) versus the
Architectural Review Committee (ARC) regarding the findings.
Applicant
Applicant and architect Bill Mefford shared additional information on the existing carport, noting
that the owners are proposing raising the floor level due to their cars scraping on the ground.
Mr. Mefford provided details on how they approached the changes to the roof.
The Commission asked for more clarification on the proposed grading and the driveway
approach.

Commissioner Comments
Commissioner Fletcher and Commissioner Freeman spoke in favor of the project. Vice-Chair
Silva stated the height variance would have an adverse impact on the neighbor.
Commissioner Brassfield asked what the roof pitch of the house behind the project is. The
public hearing was reopened, and Mr. Mefford answered. The public hearing was closed, and
Commissioner Brassfield asked Mr. Hill to outline the purviews of the PC and ARC.
Chair Bluth noted that the ARC will be able to determine the roof type based on the roof height
that the PC approves.
On a motion by Commissioner Freeman seconded by Commissioner Brassfield and carried by
the following vote, the Planning Commission approved Variance Application VA-24-0010 to
allow the construction of a two-car garage with a reduced front yard setback, reduced side yard
setback, reduced building separation, and a building height exceeding the 12-foot maximum at
an existing single-family residence at 1040 Roosevelt:

6. Consider the Fiscal Year (FY) 2023-2024 Consolidated Annual Performance and
Evaluation Report (CAPER) and Authorize Submission to the U.S. Department of
Housing and Urban Development (Not a Project under CEQA per Article 20, Section
15378 and General Rule Article 5 Section 15061)
ACTION: Approved a Resolution Recommending that the City Council Approve the
Fiscal Year (FY) 2023-2024 Consolidated Annual Performance and Evaluation Report
(CAPER) and Authorize Submission to the U.S. Department of Housing and Urban
Development
Staff Presentation/Commissioner Questions
HCD Coordinator Verania presented the Agenda Report and Housing Manager Wyatt
answered Commissioner questions regarding grants, year to year performance, and funding.
Commissioner Brassfield stated he appreciates what Housing is doing but took issue with the
reported number of non-residents that utilize Laguna Grande Park.
Community Development Director Cole clarified that program income is dependent on current
tenants.

Planning Manager Hill presented the Agenda Report and answered Commissioner questions
regarding the approval process, vehicle and bicycle parking requirements, and public
transportation.
Public Comments
Monique Kaldy shared concerns on limiting parking options to downtown residents. Laura Davis
from LandWatch spoke in support of Staff.

The Commissioners further discussed the impacts of limiting parking on residents.

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Planning Commission meetings, there are two 15-minute public comment
periods, one in the afternoon and one in the evening. Speakers may only comment during
one session.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to
line up at the podium or raise their hands, and for remote participants to use *9 on the telephone
or the “raise hand” function in Zoom, if they wish to address the Planning Commission. The
maximum amount of time for each person to speak and the total amount of time allotted for
each item will be determined based on the number of people indicating an interest in speaking
and the amount of business to be conducted on the agenda. In exceptional circumstances and
when necessary to ensure a full opportunity for public input, the Chair may, with the Planning
Commission’s consent, adjust the amount of time allowed for public input and/or the time
allotted for each speaker.
