PUBLIC HEARING 4. Recommend that the Planning Commission Conduct a Public Hearing and Receive Public Comments on the Proposed Draft 2025-2029 Consolidated Plan, Draft Fiscal Year 2025- 2026 Annual Action Plan, and Draft 2025 Citizen Participation Plan for the Community Development Block Grant Program and Adopt a Resolution Recommending that the City Council approve and authorize submittal to the U.S. Department of Housing and Urban Development (HUD) (Exempt from NEPA per 24 CFR Part 58 and from CEQA per Article 19, Section 15301, Class1, 15306, Class 6 and 15326, Class 26) ACTION: Approved a Resolution Recommending that the City Council Approve and Authorize Submittal to the U.S. Department of Housing and Urban Development (HUD) Staff Presentation/Commissioner Questions Housing and Community Development (HCD) Coordinator Verania introduced consultant Veronica Tam, who presented the Agenda Report. Vice-Chair Silva inquired about qualifications for entities applying for grants under the housing preservation program. Commissioner Brassfield requested information on accomplishments from the previous year and emphasized the need for holistic approaches to homelessness. HCD Coordinator Verania and Community Development Director Cole provided explanations regarding HUD requirements and performance evaluations. Public Comments A comment was received from an unidentified member of the public. Commissioner Comments Commissioners mentioned a need for more resource funding and discussed potential program impacts. Commissioner Brassfield reiterated a need for information on accomplishments from the previous year. The Commissioners had no questions. Public Comments Public Comments were received from Thomas Lamphere, Lorna Moffat, and Bryan Rosen. Commissioner Comments Commissioners commended the city’s efforts and noted the resources are limited. Commissioner Brassfield suggested obtaining results of programs submitted to HUD. Community Development Director Cole noted the existence of Fair Housing workshops. Vice- Chair Silva inquired about program results and consequences of city actions. Receive Presentation on the Development of 2025 Climate Action Plan (CAP) (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) ACTION: Received presentation Staff Presentation/Commissioner Questions Planning Commission Meeting Minutes Tuesday April 8, 2025 3 Docusign Envelope ID: E3191D63-6CB0-4842-A51F-24FC9B71AA67 Sustainability Manager Terrasas and Rincon consultant Erica Linard presented the Agenda Report and discussed various aspects of the CAP, including mitigation strategies and community engagement. Commissioner Freeman inquired about the target audience and the inclusion of sea level rise in targeted areas. Community Development Director Cole added that the city received an 800,000 grant for related efforts. Public Comments Public comments were received from Lorna Moffat, Bryan Rosen, and Laura Davis (LandWatch). Commissioner Comments None. COMMISSIONER COMMENTS Commissioner Brassfield inquired about planning’s efforts regarding the housing crisis. Chair Bluth attended a parking meeting and suggested a future presentation to the Planning Commission. Mr. Hill said he would explore sharing the meting video for informational purposes. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Planning Commission meetings, there are two 15-minute public comment periods, one in the afternoon and one in the evening. Speakers may only comment during one session. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Planning Commission. The maximum amount of time for each person to speak and the total amount of time allotted for each item will be determined based on the number of people indicating an interest in speaking and the amount of business to be conducted on the agenda.
