CALL TO ORDER
Chair Dawson called the meeting to order at 2:01 p.m.
PUBLIC COMMENTS
Sandra Collingwood recommended evening meeting times to allow for more public input.
PUBLIC APPEARANCE
1. Discuss Short Term and Long Term Approaches to Wireless Regulation
The Subcommittee discussed its decision from the August 23rd meeting to embrace a two prong
approach of short and long term regulations. The Subcommittee decided to discuss the
neighborhood association ordinance version as a starting point, while also considering
suggestions from Mr. Van Eaton’s draft.
Under public comment, Nina Beety expressed concerns regarding issues with the two prong
approach, saying phase 1 should be for more important topics and phase 2 for fine tuning.
Pat Venza said she hopes vault specifics are an important part of the ordinance amendment
and said that safety is a priority.
2. Discuss (Short Term) Ordinance Amendment and Develop Recommendations for
Planning Commission
The Subcommittee conducted a detailed review and provided proposed edits to the
neighborhood association version of ordinance, with sections to be clarified or discussed further
with Mr. Van Eaton. These edits were recorded by city staff.
Break had from 4:18 pm to 4:22 pm.
Under public comment, Nina Beety said there should be continued review of the neighborhood
association version of the ordinance amendment and she recommended the following changes:

A clear definition of significant coverage gap;
No net increase in noise levels in residential areas;
Maintain severability by subject matter experts being picked independently by the City;
Additional requirements for prohibition of towers and a primary purpose of public right-of-
way similar to San Francisco’s ordinance; and
No exemption for temporary towers.
3. Discuss Other Ordinances
No discussion occurred.
4. Identify What Information Committee Members Need from Staff
The Subcommittee requested the following information:
Maps of arterials and collectors
League of California Cities Model Ordinance
Mock ups
An understanding/access to someone with an understanding of utility pole safety
A list of questions asked by the Planning Commission on a previous wireless
application
Whether 5G transmits all the time, and if so, why?
Input from the City’s Fire Chief as to whether there is any study occurring, particularly
in the new Monterey Neighborhood, regarding increasing hazard areas due to the fires
in Northern California
5. Discuss the Meeting Schedule and Future Agenda Items
The next Subcommittee meetings are scheduled for September 6th and 13th. At their
next meeting, the Subcommittee will discuss the possibility of holding future meetings
on Monday nights.

PUBLIC COMMENTS
PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes on any
subject which is within the jurisdiction of the Monterey Wireless Subcommittee and which is not on
the agenda. Any person or group desiring to bring an item to the attention of the Subcommittee
may do so during Public Comments or by addressing a letter of explanation to the Subcommittee,
City Hall, Monterey, CA 93940. Public Comments are taken during the afternoon session and
continued at the evening session. Individuals may choose to speak once for up to three minutes at
either session, but not both.
PUBLIC APPEARANCE
PUBLIC APPEARANCE items are reports on action or informational issues that might stimulate
public discussion, but that do not require formal noticing as public hearings. You are welcome to
offer your comments after being recognized by the Chair. The Chair may limit the time allocated to
each speaker.

ADJOURNMENT — The general policy of the Wireless Subcommittee is that the Afternoon Session will
end no later than 5:00 p.m. Any public agenda items that have not been completed within the
designated adjournment time may be formally extended by the Subcommittee.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Subcommittee on any Agenda items.
Information distributed to the Subcommittee at the meeting becomes part of the public record. A copy
of written material, pictures, etc. should be provided to the Secretary for this purpose.
