WIRELESS SUBCOMMITTEE
Thursday, September 6, 2018
12:30 p.m. – 5:00 p.m.

Members Present: Dawson, Hansen, Olsen, Peterson, Breedlove, Dawson, Nine,

Members Absent: None

CALL TO ORDER
Chair Dawson called the meeting to order at 12:33 p.m.
PUBLIC COMMENTS
Sandra Collingwood, 999 Johnson Street, indicated concern that the FCC was trying to take
away Monterey residents’ rights in regard to cellular facilities and their effects. She expressed
the desire to protect Monterey from visual blight and potential fire hazards that may result from
wireless facilities and noted that the new ordinance should be strongly worded to protect
citizens.
Mr. Van Eaton informed the Wireless Subcommittee that the FCC had issued a draft order,
which was proposed to be adopted on September 26, 2018, and that it was poor in terms of
local communities. He further explained the terms of the newly-proposed FCC regulations and
noted that the City of Monterey would face several challenges in the face of anticipated
changes.
Wireless Subcommittee Members expressed concerns regarding the below-listed items, to
which Mr. Van Eaton replied with further explanation:
Fire hazards and the need for circuit breaker installation to enable power supply control
to cellular equipment
The requirement to underground equipment, thus creating an effective prohibition
method
Modifications to existing shot clocks, including pre-application procedures
The necessity for antennas to be above-ground
Implications of removing significant gap if submission does not conform to reasonable
design requirements
Placement of utility boxes in concurrence with ADA compliance
PUBLIC APPEARANCE
1. Recommend Planning Commission Adopt Amendments to Monterey City Code
Chapter 38, Article 17, Section 38-112.4 Personal Wireless Service Facilities

2. Discuss Comprehensive Amendments to Monterey City Code Chapter 38, Article
17, Section 38-112.4 Personal Wireless Service Facilities
The Wireless Subcommittee continued their review of and provided proposed edits to the
neighborhood association version of the ordinance with sections to be clarified or discussed
further with Mr. Van Eaton and City Attorney Davi. These edits were recorded by City staff.
The Wireless Subcommittee determined that it would like the following points to be reviewed by
Mr. Van Eaton:
Timelines for application submittal
Streamlining the application process with the potential inclusion of checklists
Notice by applicant
o Including mockups and timeframes so as not to impinge on shot clock issues
Whether the FCC ruling differentiates between small cell facilities and macrosites
Discussion of the addition of immediate fire language
3. Identify Subcommittee Information Needs from Staff
Subcommittee Member Nine requested that Staff define a deadline for submitting proposed
changes to the Planning Commission.
Subcommittee Member Brassfield urged the importance of including language in the new
ordinance that specifically addresses the placement of utility boxes in the public right of way in
compliance with ADA regulations.
4. Discuss the Meeting Schedule and Future Agenda Items
The Subcommittee opted to hold their next meetings on Wednesday, September 12, 2018 from
1:00 p.m. to 5:00 p.m. and Thursday, September 13, 2018 from 9:00 a.m. to 12:00 p.m.
ADJOURNMENT
There being no further business, the meeting adjourned at 5:30 p.m.

ADJOURNMENT — The general policy of the Wireless Subcommittee is that the Afternoon Session will
end no later than 5:00 p.m. Any public agenda items that have not been completed within the
designated adjournment time may be formally extended by the Subcommittee.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Subcommittee on any Agenda items.
Information distributed to the Subcommittee at the meeting becomes part of the public record. A copy
of written material, pictures, etc. should be provided to the Secretary for this purpose.
