CALL TO ORDER
Senior Associate Planner Bennett called the meeting to order at 4:00 PM.
PUBLIC COMMENTS
None.
PUBLIC HEARING
1. 639 Lighthouse Avenue; Application 11-166 to Reopen Use Permit 10-255; Applicant
Megan Reclusado; Owner Cappuccio Family Trust; C-2 Zoning District; Exempt from
CEQA Requirements.
Request amendment to Use Permit 10-255 (Personal Improvement Services) for the purpose of
expanding the allowable hours of operation to between 8 a.m. and 10 p.m., Monday through
Sunday (current use is restricted to Monday through Friday, 6 p.m. to 10 p.m. and Saturdays
between 10 a.m. and 10 p.m.).
Action: Approved application with Standard and Special Circumstance Findings for
Decision and Conditions of Approval.
On July 14, 2011, the Zoning Administrator approved Application 11-166, a request to Reopen
Use Permit 10-155 for the purpose of expanding the allowable hours of operation to between 8
a.m. and 10 p.m., Monday through Sunday located at 639 Lighthouse Avenue within the C-2
District subject to the following findings, that:
Environmental:
1. The project is exempt from the California Environmental Quality Act (Section 15301)
because the project is classified as negligible expansion of an existing use.
General Plan and Lighthouse Area Plan:
2. The project, Personal Improvement Service (dance/fitness studio), is consistent with the
City of Monterey General Plan because it is a commercial use on a property designated for
commercial uses.
3. The project is consistent with the Lighthouse Area Plan because Policy 1.1.1 encourages
businesses that serve residents and are not primarily visitor-serving, and the proposed
use is one that caters to residents of Monterey and the surrounding jurisdictions.
Zoning Ordinance:
4. As conditioned, the proposed use is in accord with the objectives and purposes of the C-2
Zoning District and applicable Zoning Ordinance standards because Personal Improvement
Services is an allowed use with approval of a Use Permit in the C-2 (Community
Commercial) zoning district.

Use Permit:
5. As conditioned, the proposed use will not be detrimental to the public health, safety, or
welfare of persons residing or working in or adjacent to the neighborhood of such use; and
will not be detrimental to properties or improvements in the vicinity or to the general welfare
of the City because the use will utilize an adjacent parking lot for employees and clients
which is available during off-peak weekday and weekend hours, and will not operate before
6:00 a.m. or after 10:00 p.m.
6. The proposed use will comply with any specific condition required for that use and all of the
associated Conditions of Approval.
Conditions of Approval:
1. Planning, Engineering, and Environmental Compliance Division Condition. That the
Application 11-166 to Reopen Use Permit 10-255 for the purpose of expanding the
allowable hours of operation to between 8 a.m. and 10 p.m., Monday through Sunday is
approved as shown on the November 15, 2010 floor plan, as described in the November
24, 2010 letter, and amended with the June 21, 2011 letter.
2. Planning, Engineering, and Environmental Compliance Division Condition. That all
development on the project property shall be constructed and thereafter maintained in
accordance with the conditions of this permit.
3. Planning, Engineering, and Environmental Compliance Division Condition. That
prior to submittal of a building permit an application for Architectural Review Committee
(ARC) review and approval shall be submitted and approved.
4. Permit and Inspection Services Division Condition. The applicant shall comply with all
the requirements of the Permit and Inspection Services Division.
5. Planning, Engineering, and Environmental Compliance Division Condition. This
project is subject to the categorical water allocation program approved by the City Council.
The applicant will proceed at his own risk that water may not be available at the time he
requests building permits. No building permits will be issued if water is not available to
this project.
6. Permit Expiration Condition. This permit shall become null and void if not exercised or
extended within twenty-four (24) months of the date of granting by the Zoning
Administrator. It is the applicant’s responsibility to track the 24-month expiration date. No
renewal notice will be sent to the applicant.

PUBLIC COMMENTS
PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes on any
subject which is within the jurisdiction of the Monterey Zoning Administrator and which is not on the
agenda. Any person or group desiring to bring an item to the attention of the Zoning Administrator may
do so during Public Comments or by addressing a letter of explanation to the Zoning Administrator, City
Hall, Monterey, CA 93940.
PUBLIC HEARING
PUBLIC HEARINGS are required by law for certain actions. You are welcome to offer your comments
after being recognized by the Zoning Administrator. The Zoning Administrator may limit the time
allocated to each speaker. Project representation is encouraged.

ADJOURNMENT
ADJOURNMENT— The general policy of the Zoning Administrator is that the meeting will end no later
than 6:30 PM. Any public agenda items that have not been completed within the designated
adjournment time may be formally extended by the Administrator, or continued to the next regularly
scheduled Zoning Administrator Meeting, or continued to a Special Meeting.
The Zoning Administrator agenda may be reviewed by the public in the Monterey Public Library, in the
Planning, Engineering, and Environmental Compliance Division (PEEC), or on the web at
www.monterey.org beginning late Friday afternoon prior to the date of the meeting.
Members of the public have the right to address the Zoning Administrator on any item on the Agenda.
The Zoning Administrator will formally open the floor for public comment on items listed under “Public
Hearings.”
Information distributed to the Zoning Administrator at the meeting becomes part of the public record. A
copy of written material, pictures, etc. should be provided to the Administrator for this purpose.
Zoning Administrator decisions may be appealed within ten (10) days from the date of the decision on
forms available in the Planning Division during business hours. When the tenth day falls on a weekend
or a holiday, the appeal deadline date is the next working day following the holiday or weekend. The
