MINUTES ZONING ADMINISTRATOR Thursday, September 18, 2014 4:00 PM MONTEREY, CALIFORNIA CALL TO ORDER Todd Bennett, Senior Associate Planner serving as the Zoning Administrator, called the meeting to order at 4:00 pm. PUBLIC COMMENTS None. PUBLIC HEARING 1. Consider 23 Ryan Ranch Road; Use Permit 14-279 for Modifications to Existing Personal Wireless Service (PWS) Facility; Owner City of Monterey; Applicant Crown Castle on behalf of Sprint; PC (Planned Community) Zoning District; Exempt from CEQA Requirements. ACTION: Adopted a Resolution Approving a Use Permit to allow for Modifications to the existing PWS facility at 23 Ryan Ranch Road with Conditions of Approval. 2. Consider 8 Upper Ragsdale Drive; Use Permit 14-271 for Modifications to Existing Personal Wireless Service (PWS) Facility; Owner University Corporation at Monterey Bay.; Applicant Sequoia Deployment Services on behalf of Sprint; I-R- 150-D2 Zoning District; Exempt from CEQA Requirements. ACTION: Adopted a Resolution Approving a Use Permit to allow for Modifications to the existing PWS facility at 8 Upper Ragsdale Drive, with Conditions of Approval. 3. Consider Application 14-338 for a Variation to Allowed Construction Hours for Nighttime Repair of City Sewer System in Public Right of Way at Lighthouse Avenue between Reeside Avenue and Private Bolio Road between September 30, 2014 and November 26, 2014 to Minimize Traffic Impacts; Applicant/Owner City of Monterey; Exempt from CEQA Requirements. ACTION: Adopted a Resolution Approving a Variation to Allowed Construction Hours for Nighttime Sewer System Repairs on Lighthouse Avenue, with Conditions of Approval. 4. Consider Application 14-339 for a Variation to Allowed Construction Hours for Nighttime Repair of City Sewer System in Public Right of Way at Del Monte Avenue between Casanova Avenue and Ramona Avenue between September 30, 2014 and November 26, 2014 to Minimize Traffic Impacts; Applicant/Owner City of Monterey; Exempt from CEQA Requirements. ACTION: Adopted a Resolution Approving a Variation to Allowed Construction Hours for Nighttime Sewer System Repairs on Del Monte Avenue, with Conditions of Approval. Consider 540 Reeside Avenue; Variance Application 14-322 for a Front Yard Setback Variance (11' Standard, 5' 3" Proposed) for a Second-Story Deck Replacement; Applicant/Owner John Buonaguidi; R-3-5 Zoning District; Exempt from CEQA Requirements. ACTION: Adopted a Resolution Approving a Variance for a 5’ 3” (Five Foot, Three Inch) Front Yard Setback for an Expanded Second Story Entry Replacement Deck, with Conditions of Approval. At this time, the public may speak for a maximum of three minutes on any subject which is within the jurisdiction of the Monterey Zoning Administrator and which is not on the agenda. Any person or group desiring to bring an item to the attention of the Zoning Administrator may do so during Public Comments or by addressing a letter of explanation to the Zoning Administrator, City Hall, Monterey, CA 93940. PUBLIC HEARING PUBLIC HEARINGS are required by law for certain actions. You are welcome to offer your comments after being recognized by the Zoning Administrator. The Zoning Administrator may limit the time allocated to each speaker. Project representation is encouraged. 1. ADJOURNMENT ADJOURNMENT— The general policy of the Zoning Administrator is that the meeting will end no later than 6:30 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Administrator, or continued to the next regularly scheduled Zoning Administrator Meeting, or continued to a Special Meeting. The Zoning Administrator agenda may be reviewed by the public in the Monterey Public Library, in the Planning, Engineering, and Environmental Compliance Division (PEEC), or on the web at www.monterey.org beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Zoning Administrator on any item on the Agenda. The Zoning Administrator will formally open the floor for public comment on items listed under “Public Hearings.” Information distributed to the Zoning Administrator at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Administrator for this purpose. Zoning Administrator decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An appeal fee will apply.
