CALL TO ORDER
Kim Cole, Acting Community Development Director, serving as Zoning Administrator, called the
meeting to order at 4:00 p.m.
PUBLIC COMMENTS
No comments were submitted that were within the jurisdiction of the Zoning Administrator.
PUBLIC HEARING
1. Approve 8 Upper Ragsdale Drive; Use Permit UP-17-0553 for Modifications to an
Existing Wireless Facility; Applicant Natalia Jepsen; Owner University Corporation of
Monterey Bay; I-R-150-D2 Zoning District; Exempt from CEQA Requirements per Article
19, Section 15304, Class 4
ACTION: Approved as submitted, with Standard Conditions of Approval.
Associate Planner Schmidt provided a brief overview of the proposed project.
Applicant Natalia Jepsen provided an overview of the project and stated that the project results
in replacing existing antennas.
Nina Beety said she is opposed to the project. Ms. Beety corrected the applicant, stating that
the proposed project does not replace antennas but installs two new antennas. She stated that
she will be negatively affected by the proposed facility, and the coverage map provided by the
applicant is not consistent with the coverage map found on Sprint’s website. She stated that
there is no information in the radiofrequency report detailing RF emission from other sources.
She stated that the RF report was not an independent assessment. Ms. Beety requested to see
the CEQA documentation for the original facility approval. She stated that there were no
measurements of exposure to those within the building. She asked if Sprint has liability
insurance. She stated that the proposed project would result in disabling effects from EMF and
will pose as an access barrier.

The applicant clarified that new antennas were proposed. She stated that the radiofrequency
report confirms the project is compliant with the Federal Communications Commission
requirements.
Ms. Beety stated that the RF emissions from the proposed project would be illegal in some
countries.
Seeing no more public comments, Zoning Administrator Cole closed public comments.
Zoning Administrator Cole determined that the project is consistent with the City’s Personal
Wireless Facility ordinance and approved the project with the proposed standard conditions.

There being no further business, the meeting adjourned at 4:17 p.m.

CALL TO ORDER
PUBLIC COMMENTS
PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes on any
subject which is within the jurisdiction of the Monterey Zoning Administrator and which is not on
the agenda. Any person or group desiring to bring an item to the attention of the Zoning
Administrator may do so during Public Comments or by addressing a letter of explanation to the
Zoning Administrator, City Hall, Monterey, CA 93940.
PUBLIC HEARING
PUBLIC HEARINGS are required by law for certain actions. You are welcome to offer your
comments after being recognized by the Zoning Administrator. The Zoning Administrator may limit
the time allocated to each speaker. Project representation is encouraged.

ADJOURNMENT
ADJOURNMENT— The general policy of the Zoning Administrator is that the meeting will end no later
than 6:30 p.m. Any public agenda items that have not been completed within the designated
adjournment time may be formally extended by the Administrator, or continued to the next regularly
scheduled Zoning Administrator Meeting, or continued to a Special Meeting.
The Zoning Administrator agenda may be reviewed by the public in the Monterey Public Library, in the
Planning, Engineering, and Environmental Compliance Division (PEEC), or on the web at
www.monterey.org beginning late Friday afternoon prior to the date of the meeting.
Members of the public have the right to address the Zoning Administrator on any item on the Agenda.
The Zoning Administrator will formally open the floor for public comment on items listed under “Public
Hearings.”
Information distributed to the Zoning Administrator at the meeting becomes part of the public record. A
copy of written material, pictures, etc. should be provided to the Administrator for this purpose.
Zoning Administrator decisions may be appealed within ten (10) days from the date of the decision on
forms available in the Planning Division during business hours. When the tenth day falls on a weekend
or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An
