MINUTES ZONING ADMINISTRATOR Thursday, February 1, 2018 4:00 PM COUNCIL CHAMBERS 580 PACIFIC STREET MONTEREY, CALIFORNIA Staff Members Present: Senior Associate Planner Bennett, Associate Planner Schmidt CALL TO ORDER Todd Bennett, serving as Zoning Administrator, called the meeting to order at 4:00 p.m. PUBLIC COMMENTS No comments were submitted that were within the jurisdiction of the Zoning Administrator. PUBLIC HEARING 1. Approve 930 Casanova Avenue; Use Permit UP-17-0579 to Allow the Addition of a One Bedroom Apartment Unit to a 69-Unit Apartment Complex; Applicant Rick Freeman; Owner Casanova Grove LLC; R-3-20 Zoning District; Exempt from CEQA Requirements per Article 19, Section 15301, Class 1 ACTION: Approved as submitted, with Standard Conditions of Approval. Associate Planner Schmidt provided a brief overview of the proposed project and answered questions from the Zoning Administrator, including whether the new parking spaces would require tree removals (No), would impact existing trees (No), whether the project meets the Open Space requirements (Yes) and whether the subject site had the necessary water credits to support the new unit (Yes). Applicant Rick Freeman provided an overview of the project and stated that the common room had been converted to an apartment unit approximately 20 years previously, and that the new owners wanted to legalize the unit. Mr. Freeman stated that all of the toilets in the 70 apartment units had been retrofitted a number of years ago, and that the Monterey Peninsula Water Management District had inspected the new toilets, and that the site would have approximately 50 fixture credits available for future use on the site. Zoning Administrator Bennett determined that the project is consistent with the City’s Zoning Code for Multi-Family Residentially zoned properties and approved the project with the proposed standard conditions. At this time, the public may speak for a maximum of three minutes on any subject which is within the jurisdiction of the Monterey Zoning Administrator and which is not on the agenda. Any person or group desiring to bring an item to the attention of the Zoning Administrator may do so during Public Comments or by addressing a letter of explanation to the Zoning Administrator, City Hall, Monterey, CA 93940. PUBLIC HEARING PUBLIC HEARINGS are required by law for certain actions. You are welcome to offer your comments after being recognized by the Zoning Administrator. The Zoning Administrator may limit the time allocated to each speaker. Project representation is encouraged. 1. Zoning Administrator decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An appeal fee will apply.
