CALL TO ORDER
Todd Bennett, serving as Zoning Administrator, called the meeting to order at 4:00 p.m.
PUBLIC COMMENTS
No comments were submitted that were within the jurisdiction of the Zoning Administrator.
PUBLIC HEARING
1. Approve 299 Cannery Row, 210 Alvarado Street, 685 Cannery Row, 601 Wave Street, and
638 Wave Street; Permit Amendment Applications PA-18-0018, PA-18-0019, PA-18-0020,
PA-18-0021, and PA-18-0022 to Allow 8 Quadricycle Rentals at 299 Cannery Row, 14
Quadricycle Rentals at 210 Alvarado Street, and 14 Quadracycle Rentals at 685 Cannery
Row, for a Total of 36 Qaudricycles, and Disallow All Quadracycle Rentals from 601
Wave Street and 638 Wave Street; Applicants Frank Knight and Devin Meheen; Owners
Frank Knight, Custom House Hotel Co, Ltd., Cannery Row Company, City of Monterey,
and Peter Mungridis; CR, VAF, CR, C-2 and C-2 Zoning Districts; Exempt from CEQA
Requirements per Article 19, Section 15301, Class 1
ACTION: Approved as submitted, with Standard Conditions of Approval.
Associate Planner Schmidt provided a brief overview of the Use Permit applications and
answered questions from the Zoning Administrator, including whether Adventures by the Sea
had approval for 14 or 18 quadricylces. Associate Planner Schmidt and Mr. Frank Knight and
Mrs. Michelle Knight clarified that they have approval to rent up to 10 quadricycles from the 685
Cannery Row location, thereby bringing the total of authorized quadricycle rentals within the
City of Monterey to 36, as stipulated by the City Council.
Seeing no public comments, Zoning Administrator Bennett closed public comments.
Zoning Administrator Bennett determined that the project is consistent with the City’s Zoning
Code and for the policy adopted by the City Council limiting the total number of quadricycle
rentals to 36. The Use Permit modifications were approved with the proposed standard
conditions.
2. Approve 2020 Del Monte Avenue; Use Permit UP-18-0012 to Amend UP-17-0273 to Allow
Personal Improvement Service Use Instead of Retail Use at Tenant Suite B (No
Modifications to Approved Building or Site Plan); Applicant/Owner FE Monterey, LLC; C-
2-D2 Zoning District; Exempt from CEQA per Article 19, Section 15303, Class 3
ACTION: Approved as submitted, with Standard Conditions of Approval.
Associate Planner Roveri provided a brief overview of the Use Permit application and answered
questions from the Zoning Administrator regarding parking requirements as established in the
Zoning Administrator Minutes Thursday, March 1, 2018
E. Del Monte Avenue Area Plan.
Mr. Matt Nohr, on behalf of FE Monterey, LLC contributed to the discussion regarding parking.
Zoning Administrator Bennett determined that the project is consistent with the City’s Zoning
Code and the E. Del Monte Avenue Area Plan, and approved the Use Permit with the proposed
standard conditions.
3. Approve 23 Ryan Ranch Road; Use Permit UP-17-0581 to Amend Use Permits 01-279, 06-
250, and 13-223 to Allow Modifications to an Existing Personal Wireless Service (PWS)
Facility; Applicant Natalia Jepsen; Owner City of Monterey; Planned Community (PC)
Zoning District; Exempt from CEQA per Article 19, Section 15301, Class 1
ACTION: Approved as submitted, with Standard Conditions of Approval.
Associate Planner Roveri provided a brief overview of the Use Permit application.

19, Section 15301, Class 1
ACTION: Approved as submitted, with Standard Conditions of Approval.

ADJOURNMENT
ADJOURNMENT— The general policy of the Zoning Administrator is that the meeting will end no later
than 6:30 p.m. Any public agenda items that have not been completed within the designated
adjournment time may be formally extended by the Administrator, or continued to the next regularly
scheduled Zoning Administrator Meeting, or continued to a Special Meeting.
The Zoning Administrator agenda may be reviewed by the public in the Monterey Public Library, in the
Planning, Engineering, and Environmental Compliance Division (PEEC), or on the web at
www.monterey.org beginning late Friday afternoon prior to the date of the meeting.
Members of the public have the right to address the Zoning Administrator on any item on the Agenda.
The Zoning Administrator will formally open the floor for public comment on items listed under “Public
Hearings.”
Information distributed to the Zoning Administrator at the meeting becomes part of the public record. A
copy of written material, pictures, etc. should be provided to the Administrator for this purpose.
Zoning Administrator decisions may be appealed within ten (10) days from the date of the decision on
forms available in the Planning Division during business hours. When the tenth day falls on a weekend
or a holiday, the appeal deadline date is the next working day following the holiday or weekend. An
