Staff Members Present: Associate Planner Sabdo, Senior Associate Planner Schmidt,
Recording Secretary Cota
This meeting was held with a combination of in-person and teleconference attendance,
pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and the
Monterey City Council’s Resolution authorizing virtual participation in public meetings given the
COVID-19 pandemic.
CALL TO ORDER
Associate Planner Sabdo, serving as Zoning Administrator, called the meeting to order at 3:00
p.m. and Recording Secretary Cota explained to the public how to participate and provide public
comment live during the meeting.

ACTION: Approved with one new special condition three, that the applicant shall apply
for an Architectural Review permit for proposed exterior alterations and
landscaping.
Staff Presentation/Zoning Administrator Questions
Senior Associate Planner Schmidt presented the Agenda Report and answered questions from
the Zoning Administrator.
Zoning Administrator Sabdo asked what kind of security measures were proposed. Mr. Schmidt
stated that the fencing and security cameras would be monitored by the Monterey Bay Aquarium
security staff.
Zoning Administrator Sabdo asked if there would be new lighting. Mr. Schmidt stated there is an
existing lighting pole that is not proposed for replacement.
Zoning Administrator Sabdo asked if the existing commercial building would continue to be
vacant. Mr. Schmidt confirmed it would remain vacant.
Applicant
Applicant Doug Roberts was available to answer questions. Zoning Administrator Sabdo asked
Mr. Roberts to clarify the fencing height. Mr. Roberts clarified that the CMU wall against the
neighbors is planned as a six-foot fence and the fence height at the sidewalks is planned as a
seven-foot fence. The max height allowed without a building permit review.
Public Comments
A call-in public comment prior to the ZA meeting suggested the applicant should be required to
incorporate public art on new fencing for compatibility with Specific Plan goals of pedestrian-
oriented mixed-use neighborhoods.
David Compton asked if ornamental iron is considered artwork. Mr. Schmidt stated it could be,
but it would depend on the design.
Zoning Administrator Comments
Zoning Administrator Sabdo referenced the submitted public comment. stating that since the
application proposed exterior alterations it would require an Architectural Review Permit in which
Staff will review consistency with objectives and standards of the Lighthouse Specific Plan.
Zoning Administrator Sabdo stated she would like to allow Staff interpretation during the
Architectural Review permit process and if staff is not comfortable interpreting, they can refer the
decision to the Architectural Review Committee.
3. Consider 1221 Second Street; Variance Application VA-22-0139 to Allow Front Yard
Setback Variance (14’ Required, 5.5’ Proposed) For Front Entry Stairs Replacement and
a New Landing; Applicant Chanelle Simpson; Property Owner David Albert; R-3-6 Zoning
(Residential Medium Density Multifamily Dwelling District); Medium Density Residential
General Plan Designation; Exempt from CEQA Requirements per Article 19, Section
15301, Class 1

replace it with “front entry stairs and new landing”; on Exception C of the Notice
of Exemption, third line down, strikeout “a front addition” and change it to “front
entry stairs and new landing”; on Exception F Historic Resources, strikeout “the
proposed changes are considered consistent with the Secretary of Interior
Standards for Rehabilitation”; and, under “now therefore” on the third line
down, after “at 1221 Second Street”, add “for the construction of a front entry
stairs and new landing”

ADJOURNMENT
ADJOURNMENT— The general policy of the Zoning Administrator is that the meeting will end no
later than 4:00 p.m. Any public agenda items that have not been completed within the designated
adjournment time may be formally extended by the Administrator, or continued to the next
regularly scheduled Zoning Administrator Meeting, or continued to a Special Meeting.
The Zoning Administrator agenda may be reviewed by the public at the Planning Office, on the
City Clerk’s bulletin board, or on the web at www.monterey.org beginning late Friday afternoon
prior to the date of the meeting.
Members of the public have the right to address the Zoning Administrator on any item on the
Agenda. The Zoning Administrator will formally open the floor for public comment on items listed
under “Public Hearings.”
Information distributed to the Zoning Administrator at the meeting becomes part of the public
record. A copy of written material, pictures, etc. should be provided to the Administrator for this
purpose.
Zoning Administrator decisions may be appealed within ten (10) days from the date of the decision
on forms available in the Planning Division during business hours. When the tenth day falls on a
weekend or a holiday, the appeal deadline date is the next working day following the holiday or
