MINUTES ZONING ADMINISTRATOR CITY OF MONTEREY Thursday, June 18, 2026 3:00 PM COUNCIL CHAMBER AND ZOOMGOV TELECONFERENCE MONTEREY, CALIFORNIA Staff Members Present: Planning Manager Hill, Senior Associate Planner Buggert, Senior Associate Planner Chris Schmidt, Recording Secretary Arganbright CALL TO ORDER Planning Manager Hill, serving as Zoning Administrator, called the meeting to order at 3:00 p.m. and Recording Secretary Arganbright explained to the public how to participate in the meeting virtually. CONSENT ITEMS No comments were made regarding the Consent Agenda. Approval of Minutes 2. June 4, 2026 (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) ACTION: Approved as submitted. ***End of Consent Agenda*** PUBLIC COMMENTS (MATTERS NOT ON THE AGENDA) No Public Comments on non-agenized matters were received. PUBLIC HEARING 3. 301 Lighthouse Avenue: Approve Use Permit Application UP-26-0047 to Allow Outdoor Seating; Applicant Jeremy McCullough, Monterey Building Design; Property Owner Gazar Properties LLC; PC-LH-CB1 (Planned Community-Lighthouse-Cannabis Business Overlay) Zoning District; Mixed Use Neighborhood General Plan Land Use Designation; Exempt from CEQA Requirements per Article 19, Section 15301, Class 1 ACTION: Approved with an additional condition requiring at least 15 feet between the proposed seating and the ADA ramp at the intersection of Lighthouse Avenue and Dickman Avenue. Staff Presentation/Zoning Administrator Questions Senior Associate Planner Schmidt presented the Agenda Report. Applicant The applicant confirmed they were aware of the drafted conditions of approval. Zoning Administrator Minutes Thursday, June 18, 2026 Public Comments None. Zoning Administrator Comments Zoning Administrator Hill but was concerned about access to the ADA ramp. Hill added a condition that the seating must be 15 feet away from the ADA ramp at the intersection of Lighthouse and Dickman Avenues. 4. Consider 731 Munras Avenue; Use Permit Application UP-26-0074 to Allow Expansion of a Personal Improvement Service (Strength Monterey); Applicant William Mefford; Property Owner Cypress Plaza Inc; C-2-ES-MF2-RHNAOV Zoning District (Community Commercial District); Commercial General Plan Designation; (Exempt from CEQA Requirements per Article 19, Section 15301, Class 1) ACTION: Approved as submitted. Staff Presentation/Zoning Administrator Questions Senior Associate Planner Buggert presented the Agenda Report question regarding previous tenants and uses at the project site. Applicant Applicant Valerie Valdez confirmed they understood the proposed conditions. Public Comments None. Zoning Administrator Comments Zoning Administrator Hill agreed and approved the application as submitted. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Zoning Administrator meetings, there is one 15-minute public comment period for items not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item At the time an item is considered, the Zoning Administrator will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Zoning Administrator. The maximum amount of time for each person to speak and the total amount of time allotted for each item will be determined based on the number of people indicating an interest in speaking and the amount of business to be conducted on the agenda. In exceptional circumstances and when necessary to ensure a full opportunity for public input, the Chair may adjust the amount of time allowed for public input and/or the time allotted for each speaker.
