SPECIAL PARKS, ARTS & RECREATION COMMISSION MINUTES JUNE 2, 2021 MINUTES SPECIAL PARKS, ARTS & RECREATION COMMISSION MEETING JUNE 2, 2021 – 2:00 P.M. Academy Room and/or Virtual GoTo “To enhance community pride through developing and maintaining city parks with a high standard of quality.” Members Present: Julie Jelen, Janine Kopff, Nancy McCaffrey, Sam Murdoff, Brian Stoll, Mercedes Turner Members Absent: Lynn Anderson, Adam Leiferman Staff Present: Sara Cahill, Beth Green, Tom Pawelk, Angela Schumann, Sue Seeger Others Present: Steve Grittman 1. Call to Order. Brian Stoll called the meeting to order at 2:03 p.m. and declared a quorum 2. Feedback on vignette spaces and landscape architecture for Chelsea Commons. Steve Grittman explained that he is planning to take the feedback from today’s meeting to move forward with a Small Area Plan. He then shared a presentation with the Commission on the Chelsea Commons design and vignettes (see attached presentation). This area in Chelsea Commons is going to be a component of the city park system and the vision is for this to be authentic to Monticello and not a replica of any other park. The central focus of the park will be the large water feature which consists of a north, central and south pond, totaling nearly 12 acres. The water will be 10’ lower than grade and the pathway will be 2-4’ above that so that pedestrians walking on the trail will have a view of the ponds but will still be lower than the grade of the housing areas, so they are not intruding or looking into residential windows while walking. The pathway around the pond will total about one mile. The pond design concepts include an “Up North” cabin feel for the north pond, the “Bigwoods” theme for the central pond and the Prairie Oak Savannah for the south pond. 1 SPECIAL PARKS, ARTS & RECREATION COMMISSION MINUTES JUNE 2, 2021 Phasing the project was discussed and the thinking is that the pond and the pathway would be developed together while the remaining amenities wanted and/or needed could be thought of as a long-term investment. Following the presentation review and discussion, Grittman said that he will move forward with the small area plan and come back with a 3D illustration of the space and a much ore detailed plan. 3.
