SPECIAL PARKS, ARTS & RECREATION COMMISSION MEETING
THURSDAY
NOVEMBER 17, 2022 - 8:00 A.M.

1. General Business
A. Call to Order: Tom Pawelk called the meeting to order at 8:02 a.m. and
declared a quorum.
2. Special Meeting Agenda
A. Consideration to recommend a sign design theme for the Community Sign
guide Design & Specifications
The Community Sign Guide Design & Specifications project is intended to
provide a cohesive look and feel for all public signage, promoting the
community’s identity and supporting clarity of place.
The consulting team from Bolton & Menk explained that the preliminary
sign guide is broken down into five particular signs, the Primary Community
Gateway Monument, the Primary Building Monument, the Primary Park
Entrance Monument, the District Node Monument and Wayfinding Kiosk,
and the Pole-Mounted Parking/Directional Signs. All five of these signs will
also have a secondary scaled down option to be made in a smaller size.
PARC reviewed the two design themes on a sign by sign basis and provided
input as follows:
Theme A is the preferred sign design and color palette with the exception
of the base of the signs to include a curved base (similar to Theme B) and a
stone appearance with a cap in the beige color and mimicking the stone
pattern of the wall on 7th Street.

For all the signs proposed that include the cut metal bridge railing design, it
is preferred for the brown tone to be the Medium Brown from the color
palette of the Mississippi Bronze city logo.
Any signs including backlighting should be aware of the placement of the
lighting so that it illuminates the text and does not cast shadows.
Additional discussion and comments for each sign as follows:
Primary Sign Design: Make sign wider to accommodate “Welcome
To” in the sign next to Monticello.
Primary Building Monument: This monument should also be used
for the Primary Park Monuments, or potentially use the scaled
downsize for primary parks. This includes all of the premier parks
available to rent for events, including the Bertram Chain of Lakes
Athletic Park. The change for Parks would be to have the swoosh
green rather than aqua.
Primary Park Entrance Monument: Rename that that to Secondary
Park Entrance Monument and/or Neighborhood Park Monument;
or use the scaled downsize for neighborhood parks.
District Node Monument and Wayfinding Kiosk: This sign should
include the same base features as the other signs. The visual display
board may need to be placed at a higher level on the sign. This will
need to be decided potentially on a case-by-case basis depending
on where the sign is placed and whether it’s intended for vehicular
traffic or pedestrian traffic.
Pole-Mounted Parking Signs: The wave in the sign where the aqua
meets the navy and the bridge railing meets the navy should be
more pronounced. The signs should also allow for a directional
arrow if needed.

FURTHER DESIGN DETAIL AND SPECIFICATIONS FOR THE
COMMUNITY SIGN GUIDE, INCLUDING THE COMMENTS OF
THE PARC ON ANY DESIRED REVISIONS. MOTION
