1. General Business
A. Call to Order: Julie Jelen called the meeting to order at 8:10 a.m.

C. Approval of Meeting Minutes
Regular Meeting Minutes from July 27, 2023

MURDOFF. MOTION CARRIED.

E. Commissions Liaison Updates. None.
2. Regular Agenda
A. Consideration to review for recommendation park dedication requirements
for the proposed Lot 1, Block 1, Great River 2nd Addition, a proposed
residential Planned Unit Development.
Angela Schuman asked the commission to consider a formal
recommendation on park dedication requirements for the proposed
residential portion of the Great River 2nd Addition plat. The portion of the
plat area subject to park dedication is a 6-acre area which is part of the
larger 20-acre parcel to be platted. Briggs Companies is proposing a 138-
unit multi-family residential PUD to be developed in two phases.

Staff is requesting cash-in-lieu which is approximately $79,000. Commission
questioned whether the funds could be used to make improvements at the
Community Center since it is within a half-mile of the site. Schuman
explained that park dedication funds can only be used to acquire property
or to construct new facilities. Generally, all park dedication funds are set
aside for the Bertram Chain of Lakes Regional Athletic Park. The park
dedication fund has been depleted for the acquisition of Bertram since we
haven’t had new residential plats in 10 years. The Commission is not
required to allocate the funds, only to accept or deny. Tom Pawelk noted
that we may have to accept the funds and if the votes do not come in for
the local option sales tax, then those dollars will be needed for continued
development at Bertram.
JULIE JELEN MOVED TO RECOMMEND CASH-IN-LIEU PARK DEDICATION
FOR THE PROPOSED LOT 1, BLOCK 1, OF THE PLAT OF GREAT RIVER 2ND
ADDITION, SUBJECT TO APPROVAL OF A RESIDENTIAL PLANNED UNIT
DEVELOPMENT DISTRICT FOR THE SUBJECT LOT, CONSISTENT WITH THE
SUBDIVISION ORDINANCE AND STATE STATUTE. MOTION SECONDED BY
JANINE KOPFF. MOTION CARRIED.
B. Review Monticello Community Center Entrepreneur Kitchen Program.
Tom Pawelk explained that the commercial kitchen at the MCC has been
sitting unused for many years. Staff, along with the EDA and Planning
Commission are looking to deliver a program to the community that would
open up the kitchen facility with an organized plan. Many potential food
producers are unable to enter the market because of the high cost of
constructing a certified kitchen facility. The Monticello Community Center
Kitchen Entrepreneur Program offers an affordable, shared kitchen space.
Our mission is to stimulate small food service business growth and
development to assist entrepreneurs during the start-up phase of their
organizational development through the City’s Economic Development
Department
This is open to Farmers market vendors, cottage license and small business
that would like to have a storefront in our community. Goal is to work
through EDA. A procedure that each applicant will follow. Those applicants
would come back to a subcommittee of this group for review. The use
would be for a 36-month period and an hourly rate. 1 to 3 businesses and
some cottage businesses in between. Follow MDH guidelines.
Daryl Tindle asked about how the fee was established and said seems
generous. Pawelk explained that the thought is that it’s not just the initial
hourly fee but helping to establish a new business which could then be a
future tax-payer in the community. We are also to bring back community

gatherings such as the community fish fry, pancake breakfasts, spaghetti
dinners, etc. this is basically just the framework of the program.
Danielle Murdoff, as an English is a Second Language instructor, asked if it
is required for the applicants to be US citizens. Pawelk said the person
holding the food preparation license would be the people that have to be
here according to MDH. Adam Leiferman said that he would like to
duplicate our framework for the City of Buffalo as they are trying to get
something similar started.
Pawelk asked the Commission to consider creating a subcommittee for the
Entrepreneur Kitchen Program Application process. We will circle back at a
later meeting for volunteers.
ADAM LEIFERMAN MOVED TO RECOMMEND MOVING FORWARD WITH
THE ENTREPRENEUR KITCHEN PROGRAM. MOTION SECONDED BY
DANIELLE MURDOFF. MOTION CARRIED.
3. Discussion of Added Items
A. AED Discussion: Daryl Tindle will ask the representative to give a
presentation at the next PARC meeting in November.
4. Updates
A. MontiArts Update (SS). Updated included in agenda packet.
B. MCC Operations Update (SC/TH). Update included in agenda packet.
C. General Park Updates (TP).
Park Needs Assessment: Bolton & Menk update: Wrapping up
Needs assess and moving into park needs planning and will
culminate in a full recommendation report in 2024. Please email
city staff with important takeaways to go to City Council that stands
out that you want brought to cc.
Angela Schuman asked about the maps, if Bolton & Menk uses a GIS
based transition, and will they provide those layers to the City. Eric
Holt explained that the maps were created graphically by Bolton &
Menk and it would have to be determined o9n how those would
work for community based interaction. They will create graphics for
the final master plan.
Park Master Planning: will move into that next year and will be led
by Anna Springer. The peer community comparison with Buffalo
and Elk River. Refer to PAR system master panning slide. Angela
Schuman asked about avoiding duplication and weaving in what
was in Comp 2040 Plan implementation section. Springer said they
don’t want to duplicate where things have already been identified.

Want the plan to be cohesive and comprehensive. Revisit those,
make sure they still hold and carry forward. Could look at
identifying them as coming from the 2040 Comp Plan. They envision
the Park Master Plan as an appendix to the 2040 Comp Plan wind
will build off the work that has already been done.
Bolton & Menk will present the Needs Assessment to the City
Council on October 23, 2023.

Monticello Community Center.
