PARKS, ARTS & RECREATION COMMISSION MINUTES MAR 28, 2024 A F T DR MINUTES PARKS, ARTS & RECREATION COMMISSION MEETING THURSDAY, MARCH 28, 2024 - 8:00 A.M. ACADEMY ROOM – MONTICELLO CITY HALL “To enhance community pride through developing and maintaining City parks with a high standard of quality.” Members Present: Julie Jelen, Adam Leiferman, Maria Onnen, Daryl Tindle, Council Liaison Charlotte Gabler Staff Present: Beth Green, Tom Pawelk, Sue Seeger, Tricia Menth 1. General Business A. Call to Order: Julie Jelen called the meeting to order at 8:03 a.m. B. Approval of Agenda – Items may be added for discussion purposes or approval. Add: Haven Ridge West ADAM LEIFERMAN MOVED TO APPROVE THE AGENDA WITH THE ADDED ITEM. MOTION SECONDED BY DARYL TINDLE. MOTION CARRIED. C. Approval of Meeting Minutes  Regular Meeting Minutes from January 25, 2024 DARYL TINDLE MOVED TO APPROVE THE REGULAR MEETING MINUTES FROM JANUARY 25, 2024. MOTION SECONDED BY JULIE JELEN. MOTION CARRIED.  Special Meeting Minutes from February 21, 2024 MARIO ONNEN MOVED TO APPROVE THE SPECIAL MEETING MINUTES FROM FEBRUARY 21, 2024. MOTION SECONDED BY ADAM LIEFERMAN. MOTION CARRIED. D. Citizen’s requests and comments. E. Commissions Liaison Updates. None.  Safe Streets: Marioa Onnen gave an update on the meeting for Safe Streets. She said the survey closed in December but there were not many responses so they may reopen the survey in order to get more feedback. The grant deadline was pushed back. 2. Regular Agenda A. PARC Commission Appointment Duties. Tom Pawelk reviewed the ordinance and noted that this is just a reminder of what the purpose is for the commission. The role of the PARC is to provide formal recommendations to City Council. Furthermore, the commission will review Page 1 of 3 PARKS, ARTS & RECREATION COMMISSION MINUTES MAR 28, 2024 parks, trails and open spaces, and review new park developments, and maintenance of the parks. B. Election of Officers for PARC. ADAM LIEFERMAN MOVED TO APPOINT JULIE JELEN TO PARC CHAIR THROUGH 12/31/2024. MOTION SECONDED BY DARYL TINDLE. MOTION CARRIED. JULIE JELEN MOVED TO APPOINT JANINE KOPFF TO PARC VICE CHAIR. MOTION SECONDED BY DARYL TINDLE. MOTION CARRIED. C. Consideration of appointing a Pickleball Planning Subcommittee. Tom Pawelk explained that at last month’s special meeting, there was a motion to put future pickleball courts at the Bertram Chain of Lakes Athletic Park. This would be in the location where tennis courts had originally been identified, to the west of the new parking lot. With the Park Needs Assessment, it was determined that pickleball is a priority. It was determined that a subcommittee should be formed to review what’s working in other communities for pickleball and to make recommendations and review concept designs for the new courts. After the subcommittee finalizes everything, it will be brought to the PARC for final review and recommendation to the City Council. The goal is to have something ready for council review in July. If the local option sales tax passes on the ballot in November, then those dollars can be used towards building the pickleball courts at Bertram. Additional or alternative funding could be from a DNR open rec grant. This year’s grant amount was $350,000 with a 50% match. The deadline for that application has passed but it’s something we can look into for next year. Julie Jelen volunteered to serve on the subcommittee, and she said that she will also ask Mercedes Turner to participate. 3. Discussion of Added Items Haven Ridge: Tom Pawelk shared the proposed plat near Hunter’s Crossing Park. The PARC looked it over and said they would like to save the trees in the multi-unit area and improve the trail connection to Hunters Crossing Park. At the south end of the development in the single- family home area, it would be nice to see an additional park so it’s a more pedestrian friendly location for families with small children. 4.
