Central Vermont Public Safety Authority Central Vermont Chamber of Commerce Building October 29th, 2015 Meeting Minutes – Draft Directors present: Kim Cheney, Doug Hoyt and, Alexandra Pastor, at-large directors; Dona Bate and Tom Golonka, representing the City of Montpelier; Michael Smith, representing Barre City. Directors absent: Martin Prevost, representing Barre City. Others attending: Paco Aumand, CVPSA Executive Director; David Delcore, Times Argus reporter; Andy Marceau, Dave Rubalcaba and; Bob Sager, Board Treasurer. The meeting was opened by Tom at 6:30 pm. A motion to approve the agenda as presented was made by Doug, seconded by Kim. Motion passed. A motion to approve the minutes of the October 15th meeting was made by Doug, seconded by Alexandra. Motion passed. Tom made a brief report to the Board on the Executive Committee meeting just prior to the Board meeting. The Executive Committee (Tom, Alexandra, Michael and Board Treasurer Bob Sager) met with Paco and discussed the Board presentation to both of the member City Councils for the upcoming budget cycle. The discussion centered on the scope of services the Board would offer and the corresponding budget for the services. Paco presented his Executive Director’s report which included: continued progress with the Special Investigative Unit (SIU) that is largely being handled by Barre City Director of Public Safety, Tim Bombardier and, the Executive Director of OUR house; attending a “Meet and Greet” with the leadership of the Central Vermont Medical Center to discuss the CVPSA and, continued progress on the Business Case. Paco presented the Board with the latest version of the CVPSA Business Case saying the plan is working towards four main things: 1) state of the art technology; 2) one records management system; 3) staff training and;4) national accreditation. The Board needs to decide on a management structure for the regional communications center. Paco will continue refining the Business Case and develop a preliminary budget for the next CVPSA Board meeting. The Board decided the Executive Committee would meet before the next Board meeting. The Board agreed the next regularly scheduled meeting would be on November 19th. Without objecting Tom adjourned the meeting at 7:59 pm.
