Central Vermont Public Safety Authority Central Vermont Chamber of Commerce Building September1, 2016 Meeting Minutes – Draft Directors present: Tom Golonka and Dona Bate representing the City of Montpelier; Michael Smith (6:33) and Martin Prevost representing Barre City, Alexandra Pastor, Doug Hoyt and, Kim Cheney, at large directors. Directors absent: None Others attending: Joe Aldsworth; Paco Aumand, CVPSA Executive Director; Scott Cameron; Caroline Earle; Dave Rubalcaba; Bob Sager, Board Treasurer; Zack Tillinghast; The meeting was called to order by Tom at 6:30pm. The Agenda was approved by unanimous consent. The Minutes of the August 18 meeting were approved by unanimous consent. Public Comment: Attorney Caroline Earle announced that she was present to monitor CVPSA Board on behalf of the FOP (Fraternal Order of Police), which represents both the Barre and Montpelier dispatchers. Paco reported that all the equipment, except for Raven Bridge components had been received and has been installed. The bridge components are what keep the audio levels consistent on the bridged circuits. It goes between the consoles and the Mux. There are bridge components located in Montpelier and Barre City, they are valued at $16,700. These components were shipped UPS ground instead of UPS air and will not arrive until Friday September 2nd. Paco had notified the Department of Public Safety about this delay and was subsequently told that the equipment had to have been received and installed by the August 31st deadline. The Board discussed whether Paco should negotiate with the vendor to get some compensation for the vendor’s error that ended up costing the CVPSA $16,700. The Board had a discussion regarding whether or not to keep the equipment, as well as other possible funding sources if the equipment were accepted. After a lengthy discussion, a motion to reject the parts upon their arrival, as they will not be reimbursable by the grant because of their late arrival and send them back to the vendor, was made by Martin, seconded by Dona. Motion passed The board sought to have a discussion with labor attorney Scott Cameron regarding labor contracts for dispatchers. A motion finding that premature general public knowledge of this discussion would clearly place the CVPSA at a substantial disadvantage should the discussion become public, was made by Dona, seconded by Martin. Motion passed. A motion to go into executive session under the provisions of 1 VSA section 313 to discuss labor contracts and, to invite labor attorney Scott Cameron, was made by Dona, seconded by Doug. Motion passed. The Board went into executive session at 7pm. A motion to come out of executive session was made by Alexandra, seconded by Dona. Motion passed. The Board came out of executive session at 7:45pm. No further action was taken. Without objection Tom adjourned the meeting at 7:45pm.
