Central Vermont Public Safety Authority Central Vermont Chamber of Commerce Building January 19, 2016 Meeting Minutes – Draft Directors present: Michael Smith and Martin Prevost, representing Barre City; Tom Golonka(6:37) representing the City of Montpelier; Doug Hoyt and Alexandra Pastor, at large directors. Directors absent: Dona Bate, representing the City of Montpelier; Kim Cheney, at large director. Others attending: Paco Aumand, CVPSA Executive Director; Tim Bombardier; Caroline Earle; Tony Facos; Bob Sager, CVPSA Board Treasurer. The meeting was called to order by Alexandra at 6:35pm A motion to approve the agenda as presented was made by Michael, seconded by Martin. Motion passed. Current payments were approved by signature of all Board members Tom assumed the role of Chair at 6:37pm A motion to approve the Minutes of the January 5th meeting was made by Michael, seconded by Doug. Motion passed. Tom opened the hearing on the CVPSA FY 18 Budget that is to be presented to the voters on Town Meeting Day. Paco presented and gave an overview of the FY 18, along with the FY 19 and 20 extensions. Paco also handed out the budget narratives to be included in the annual reports of the respective municipalities. There was no direct comment from non-Board present but, all present participated in the discussion that included: the budget numbers; the increased revenue projected for FY’s 19 and 20; and a review of the uses of the training budget. Paco had no Executive Director’s Report saying the bulk of his time was used to prepare for the hearing. The Board had a discussion regarding the ceding of authority for dispatch. Specifically, whether or not to go back to the Councils and request the ceding of authority, under a new revised plan, developed by Paco in response to the joint Council meeting in December. One of the suggestions that came from the joint Council meeting was the development and use on an Executive Committee to be made up of the CVPSA Executive Director and the Public Safety Department Heads. The Board had a discussion regarding the function of the Executive Committee including: that it would not be making budget decisions; one of its main purposes was to collect and analyze data and costs and to develop a strategic plan; also to develop and implement policies and procedures. A motion to create an Executive Committee consisting of the CVPSA Executive Director, The Barre City Director of Public Safety, The Montpelier Police and Fire Chiefs and, and a CVPSA Board member (in this case Doug Hoyt was chosen by the Board), was made by Alexandra, seconded by Doug. Motion passed. A motion to adjourn was made by Martin, seconded by Michael. Motion passed. Tom adjourned the meeting at 7:59pm.
