Central Vermont Public Safety Authority Barre City Public Safety Building July 6, 2017 Meeting Minutes – Draft Directors present: Dona Bate and Tom Golonka, representing the City of Montpelier; Michael Smith, representing Barre City; Sam Dworkin and Doug Hoyt, at-large directors. Directors absent: Martin Prevost, representing Barre City and Kim Cheney, representing the City of Montpelier. Others attending: Paco Aumand, CVPSA Executive Director; Tim Bombardier; David Delcore, Times Argus reporter, Caroline Earle, Tony Facos; Ashley Hill; Dave Rubacalba and; Jim Ward The meeting was called to order by Tom at 6:35 A motion to approve the Agenda was made by Doug, seconded by Dona. Motion passed. A motion to approve the minutes of the June 1st meeting with the addition of the full names of those present, was made by Dona, seconded by Michael. Motion passed Paco delivered the Executive director’s report including: updates on the CAD(Computer Aided Dispatching) system demonstration; meetings with both municipalities’ managers regarding dispatching and; a meeting with Chamber of Commerce President Bill Moore regarding marketing dispatching services. Mr. Moore will be writing a column regarding the CVPSA taking responsibility for dispatch services. Paco and Tom had a meeting with a group from Capital Fire Mutual Aide District regarding the possibility of CFMAD becoming a member of the Public Safety Authority. The Board discussed how this relationship could benefit both parties and decided to further the discussion. A motion to authorize further exploration of a relationship with Capital Fire Mutual Aide District by meeting with them to negotiate terms/conditions and, to authorize the expenditure of up to $2000 for legal fees related to this endeavor, was made by Sam, seconded by Dona. Motion passed. The Board discussed the Dispatch Strategic Operations Plan again and, even though Option C (combined operations in two centers) had been decided upon, agreed to look further into Option A (creating a combined operations center in one location). The pros and cons of both options were discussed. The Board directed the Executive Director to work with the Executive Committee to come up with a plan/timeline to develop a new combined center. The Board discussed employee consideration of this new direction. The Board discussed the next meeting on July 20th and that it would return to the Chamber of Commerce building in Berlin. A motion to adjourn the meeting was made by Michael, seconded by Doug. Motion passed. The meeting was adjourned at 8:18pm.
