Meeting Minutes of the Montpelier Conservation Commission October 11, 2012 Attendees: Dan Courier, Chris Hilke, Alex Hoffmeier, Shawn White, Erik Escelstyn, Karen Freeman, Geoff Beyer, Jeanie Williams, Meghan Hoyne-Wingate, Roy Schiff  Target Resource Overlay District (TROD) o Class 1 and 2 wetlands only on map o Tier 1 to bridge gap o No net loss in MA o Incentivize avoiding all wetlands to increase density if landowner would like to do that. o Overlap of variables to be considered on tier areas. o Conservation areas to be solid. o Planning commission meeting Oct 16 7pm o Incentives can include lot size, bonuses, impact fees, park fees. o Prepare list of speaking points.  Goals and incentives.  No control, just incentives.  Proposing small amount of land not already regulated in no development layer. o RPC contract done 10/31/2012
