Meeting Minutes of the Montpelier Conservation Commission February 13, 2014 Attendees: Karen Freeman, Shawn White, John Fox, Stephanie Olson (Parks/MCC VISTA), Geoff Beyer, Chris Hilke, Ben Eastwood, Jim Murphy, Roy Schiff  Minutes o Approved minutes from last meeting without edits.  Introductions to new member Jim Murphy  Presentations on agenda pushed off to next month due to weather.  Conservation Survey o Bike and pedestrian – unsafe, cross walks o River protection – natural resources cherished by City o Parks and recreation – Sabin's Pasture, dog comments, bike friendly o Planning and Zoning – transparency, land use o Water? o Reviewed drafts. Commissioners to circulate edits within one to two weeks from meeting.  Berlin Pond o Motors v no motors key issue for many o Roy to send group petition from fiends of Berlin Pond (getting new copy as cannot find original email) o Recent water incidents in WV and NC raise awareness o Quote from water plant operator would be good. o How much more will it cost if water quality lowered. o Geoff to contact Warren Kitzmiller who is concerned about the pond. o Safety and health before recreation o Karen to look into cost benefit analysis performed by TPL o Roy to invite friends of Berlin Pond to our meeting o Steph to look at some costs of invasives in drinking water supply. o Interim boat steward needed if use allowed. o Look at past bridge article on the pond and see if there is more to discuss o We do not want to look back and regret inaction o Jim to touch base with David M on pond o Chris to check ruling and status of motorized v non-motorized use.  Carr Lot o Update from Shawn  In floodway and floodplain  About an acre  City on 1st floor, CCTA station, possibly grey hound buses too  Toxics in soil so site needs some sort of capping. 1  Next step is to hire developer-owner  Plan to break ground this year. o Meetings  Roy to send schedules for City Council Meetings and Planning commission meetings for MCC members to sign up for if possible.  Tasks o All –Prepare conservation survey revisions in 1-2 weeks and circulate. o Roy – send out Berlin Pond petition, invite friends of Berlin Pond to meeting, send out meeting schedules o John – review website updates with Karen o Karen – minutes upload, work with John on web ideas o Shawn –Carr Lot committee o Ben – Carr Lot committee o Geoff – Contact Warren on Berlin Pond o Jim – Contact David on Berlin Pond o Chris – summarize pond ruling to us and current City actions 2

Meeting Agenda of the Montpelier Conservation Commission February 13, 2014 7:00-7:15 Review minutes 7:15-8:00 Presentation on the Central VT Regional Planning Commission in partnership with the Dept. of Forests, Parks & Recreation project entitled Landscape-Based Forest Stewardship Planning - A Regional Approach. The project is a coordinated attempt to increase the scale and pace of sustainable management of private forest lands across the state. More information can be found on the CVRPC website. In an attempt to gain additional input, CVRPC is meeting with Conservation Commissions throughout the Region. 8:00-8:45 Presentation by Justin Kenney, Green Infrastructure Coordinator, community educational/workshops relating to green infrastructure.
