Montpelier Energy Advisory Committee Meeting Minutes November 17th, 2010 Attendees: Tim Heney, Barry McPhee, Ken Jones, Carl Etnier, Dan Jones, Gwen Hallsmith, Robert Rae, Lawrence & Taylor Newton, Harold Garabedian, and Phil Voss and Scott Huffman of NREL (by telephone). The committee met to review and debrief the three presentations by respondents to the RFP. These presentations occurred from 4 PM to 6 PM on November 15, 16 and 17. The presentations by the bid respondents were recorded and have been posted on the City’s website (http://www.montpelier-vt.org/page/383/Meeting-Video-Archive.html; scroll to bottom of the page for Other Recorded Events). Committee members discussed those elements of the presentations that they found of interest or left them with questions. As a process the next steps are to continue review of the proposals with the benefit of the presentations, formulate questions for the bidders and provide them to Gwen and Harold by Monday November 22. Harold and Gwen will synthesize the questions received and provide them to the bidders on Tuesday to respond to as part of the ‘formal interviews’. NREL will review the proposals relative to the RFP to identify how responsive to the RFP each proposal is they will compare the different boiler technologies presented. Bidders will be asked to provide a Life-Cycle Cost analysis of the district heat piping system design each has proposed. A 40 year life is a common term for life in this type of analysis. This information will inform the cost and benefits of the various size/designs proposed. Formal interviews with the respondents will be scheduled for December 7, 8, and 9 from 10 AM to 12 PM. NREL representatives will attend these interviews in person. The goal is have a recommendation for City Council by December 21.
