Montpelier Energy Committee Meeting Minutes
November 15th 2016: 7:00- 8:30PM
City Hall: Memorial Room
Members Present: Kate Stephenson, Geoff Fitzgerald, Cara Robechek, Anne Watson,
Ken Jones, Dan Jones, Dan Costin, Jared Duval, Barry McPhee, Rebecca Harris
(AmeriCorps VISTA), Barbara Conrey, Karl Johnson, Paul Markowitz.
Approve agenda:
Kate moves to approve amended agenda. Geoff seconds motion. All in favor.
Approve Minutes:
Kate makes motion to approve minutes. Dan C seconds motion. All in favor.
Public Comment: No public comment
Priorities and Planning for 2017: Committee discusses effectiveness of current
committee organization. How many working groups can we manage and which
ones?
Kate proposes two different ways of dividing up the working groups:
1. Thermal, Electric and Transport and 2. Residential, Commercial and
Municipal.
o Karl mentions merits of mix and match or having goal oriented
working groups.
o Our goals, current opportunities, the strategic and energy plan can
inform working groups.
Potential Projects:
Transportation for public schools (should be well integrated with
transportation/ infrastructure committee)
Land Use and local development corporation
Municipal: Revolving Loan Fund, wastewater treatment cogeneration,
prioritizing building audits
Outreach and Engagement
Tracking Data– Energy Plan and developing criteria for the Master Plan
District Heat Plan
o Money in clean development energy fund for feasibility studies or
implementation
Working with landlords
Residential efficiency/thermal/ weatherization.
Forest economy and local economic development
Outreach will mostly be in the “residential” bucket.
Working Groups: Committee divides up into four working groups – residential,
municipal, transportation and energy planning.
Nominations for Chair and Vice Chair (to be revisited annually)
Jared is nominated for vice chair and Kate is nominated as chair.
Project Tracking:
Barry will be project tracker
o Provides accurate up to date project information
o Prevents project group overlap as well as seeks out opportunities for
efficiency and alignment with strategic planning documents.
Other Business
MEAC awarded best energy committee in Vermont by VECAN.
Design competition
o Jan 7th or 8th – 5 finalists will present. Finalist round is due December
16th.
o Need help to get the public out for 7th or 8th in January.
o ORCA will be cablecasting it live and there will be online voting for the
next 4 days.
Opportunity to tabling at the Thanksgiving market.
