MONTPELIER HOUSING AUTHORITY Annual Meeting November 17, 2015 The meeting was called to order at 7:15 p.m. by Chairman McCullough with Commissioners Audy, Larson and Zern present. Commissioner Coble was absent. Agenda Item II – Approval of Minutes Commissioner Audy moved that the minutes of the September 15, 2015 regular meeting be accepted as written. Commissioner Larson seconded the motion and it passed unanimously. Agenda Item III – Election of Officers Election of officers was held. Commissioner Larson moved that the following slate of officers be elected: Chairman Jack McCullough Vice-Chairman Paul Audy Secretary Jo Ann Troiano There being to further candidates, the motion was approved by acclimation. Agenda Item IV – Review of Vouchers, Bank Statements and Financial Reports Vouchers and bank statements and were made available for Commissioners to review. Mrs. Troiano reviewed the September 30 financial statements. She noted that with the mild fall we were well within budget everywhere. We did receive extra funding for our Section 8 Voucher program. The funds came from HUD held reserves and included $12,000 that we were awarded under the category of “maintaining leasing”. Mrs. Troiano also reported that we had 110 vouchers under lease. She plans to maintain that level unless there are drastic changes to the funding levels. She also pointed out that we are administering six vouchers for other housing authorities. Therefore, although they are not included in our numbers, we actually assist 116 households. Agenda Item V - Executive Director’s Report In addition to the written report, Mrs. Troiano informed the Board that the final 2016 Fair Market Rents have still not been published. This is the latest she can remember for finals FMRs. Mrs. Troiano reported that she had inquired about appealing the SEMAP score. She had been advised by HUD that because the fiscal year had been used to determine the level of spending that would result in the higher score, the percentage for that period was below the 98% threshold. -1- Agenda Item VI - Discussion and Action – 2015 Audit Mrs. Troiano presented the 2015 audit and accompanying letter to the Board with the usual disclaimers. Mrs. Troiano noted that there were no findings. As required, copies of the audit were sent to the Mayor and HUD. Commissioner Audy seconded the motion and it passed unanimously.
