MONTPELIER HOUSING AUTHORITY Regular Meeting April 19, 2016 The meeting was called to order at 6:05 p.m. by Chairman McCullough with Commissioners Audy and Zern present. Commissioners Coble and Larson were absent. Agenda Item II – Approve Agenda The agenda was reviewed. No changes were made to the agenda. Agenda Item III – Approval of Minutes Commissioner Zern moved that the minutes of the regular meeting of March 15, 2016 be approved as written. Commissioner Audy seconded the motion and it passed unanimously. Agenda Item IV – Review of Vouchers, Bank Statements and Financial Reports Vouchers and bank statements and were made available for Commissioners to review. Mrs. Troiano reported that we have 110 vouchers under lease and are administering 9 ports for other housing authorities. We did have to transfer $5,000 from Gould reserves to cover the expenses of turning over the vacant units. Questions were answered about all the financial reports. Agenda Item V - Executive Director’s Report In addition to the written report, Mrs. Troiano informed the Board that Will Eberle, former director of Another Way had been appointed as the AHS District Director for Washington and Lamoille Counties. He and Mrs. Troiano met recently to discuss the housing situation in general and brainstorm on ways to increase housing opportunities. Agenda Item VI – Annual Plan Civil Rights Certification Mrs. Troiano presented the HUD required Civil Rights Certification as discussed in the written report. Commissioner Zern moved that Chairman McCullough be authorized to sign the Certification. Commissioner Audy seconded the motion and it passed unanimously. (See attached certification) Agenda Item VII –Gould Apartments Mrs. Troiano presented the proposed 2017 budget with no increase in rents but showing a deficit. A discussion followed on the need to increase the reserves especially in light of the unprecedented number of vacancies After further discussion, Commissioner Audy moved that the rents be increased $30 a month -1- effective July 1, that PILOT and transfer to reserves remain at current levels Commissioner Zern seconded the motion and it passed unanimously.
