Regular Meeting
July 31, 2017
The meeting was called to order at 6:00 p.m. by Chairman McCullough with Commissioners
Larson and Zern present. Commissioner Coble was absent.
Agenda Item II – Approve Agenda
The Agenda was approved with no changes or additions.
Agenda Item III – Approval of Minutes
Commissioner Larson moved that the minutes of the June 20, 2017 regular meeting be accepted
as written. Commissioner Zern seconded the motion and it passed unanimously.
Agenda Item IV – Review of Vouchers, Bank Statements and Financial Reports
Vouchers and bank statements and were made available for Commissioners to review.
Mrs. Troiano reviewed the reports with the Board. All programs are in good condition as
mentioned in the Executive Directors report, Howie and James were here to close out the books
for FY17. They indicated we will end the fiscal year with a slightly lower net income than
budgeted in a public housing, a small surplus in Section 8 Vouchers and a healthy net income in
management fees. A full financial statement will be made at our September meeting.
Agenda Item V - Executive Director’s Report
There are no items in addition to the written report.
Agenda Item VI – Approval of SEMAP Certification
The SEMAP Certification was presented and discussed. Mrs. Troiano informed the Board that all
items should receive the total points allotted. Quality control inspections were completed in June.
Mrs. Troiano noted that we lost 5 points on our last SEMAP Certification due to a low lease up
rate. As the Board is aware we have over spent our HAP funds every year and are still not able to
lease all of our vouchers.
Commissioner Larson moved that the Certification be approved as presented and the Executive
Director be authorized to submit it electronically. Commissioner Zern seconded the motion and
passed unanimously. (see attached resolution)
Agenda Item VII – Discussion and Action 2017 Capital Grants
Mrs. Troiano advised the Board that HUD was again requiring a Board resolution declining the
Capital Grant. To complicate matters, a typographical error on her part resulted in the Five Year
Plan stating that we would require Capital Funds. HUD understands that this is a typographical

error but changing it would require a public hearing. It is easier to send an annual resolution.
Commissioner Zern moved that the Authority decline to accept the FY2017 Capital Grant in the
amount of 70,653.00. Commissioner Larson seconded the motion and it passed unanimously.

Agenda Item VIII – Other Business
There being no further business the meeting was adjourned at 6:40 pm.
