MONTPELIER HOUSING AUTHORITY
Regular Meeting
October 15, 2019
The meeting was called to order at 6:00 p.m. by Chairman Larson with Commissioners Hannon,
Schultheis, Stevens- Favorite and Zern present.
Agenda Item II – Approve Agenda
The agenda was approved with no changes.
Agenda Item III- Public Participation
A tenant appeared to update the Board about concerns. The Board heard the concerns.
Agenda Item IV – Approval of Minutes
Commissioner Hannon moved that the minutes of the August 20, 2019 meeting be approved.
Commissioner Schultheis seconded the motion and it passed unanimously.
Agenda Item V- Review of Vouchers, Bank Statements and Financial Reports
Vouchers and bank statements were made available for Commissioners to review.
Mrs. Troiano reviewed the Gould year end report. After subtracting the $5,628.37 for
depreciation, we ended the year with a $280.44 deficit.
While reviewing the Pioneer August report, Chairman Larson asked why there was such a large
deficit when we were only two months into the fiscal year. Mrs. Troiano explained that the
mansard shingle replacement had been a budgeted for FY19 but not completed until July, the
first month of FY20. Commissioner Hannon noted that the insurance line item was also over
budget. The annual premium is paid in July. This will zero out by the end of the fiscal year.
As of October 1 we had 111 vouchers under lease and expect to have two more under lease by
November 1.
Agenda Item VI– Executive Directors Report
In addition to the written report Mrs. Troiano informed the Board that the November meeting
will be held directly after the Capital City Housing Foundation annual meeting. Both will be held
at our usual meeting place, Pioneer Apartments.
Mrs. Troiano answered questions about the Fair Market Rents and the Payment Standards for the
Section 8 Voucher Program.
A tenant issue was discussed including letters sent to two board members. After a short
discussion including the fact that this tenant had disrupted a Foot Clinic and an application
session Commissioner Shultheis suggested that while she has a free speech right to write notes
and letters, she does not have a right to be disruptive. He suggested that a warning letter be sent.

Agenda Item VII – Discussion and Action Donation to Good Samaritan Haven
Mrs Troiano provided some background including the formation of the Homelessness Task
Force and the City’s decision to provide funding to allow the Warming Shelter at Bethany
Church to open earlier. No funding had been identified to extend the time at the end of the
winter.
After a short discussion it was the consensus of the Board that the Executive Director, Rob
Farrell be invited to the December meeting.
There being no further business the meeting was adjourned at 7:10 pm
