Montpelier Transportation Infrastructure Committee Minutes City Hall: Memorial Room February 7th 2017: 5:15-7:15PM Members Present: Jon Budreski, Dan Costin, Jennifer Gordon, Jonathan Harries, Dan Jones, Anthony Menonna, Mark Provost, Per Tonn, Heather Voisin City Staff: Corey Line, Department of Public Works; and Kevin Casey, Department of Planning City Council: Dona Bate Americorps Vista: Rebecca Harris 1. No public comment 2. Motion to approve agenda and November minutes. Jon seconds motion. All in favor 3. Discussion of Parklet in advance of City Council . a. Becca provides brief presentation on benefits of parklets b. Discussion on how parklets align with Montpelier in Motion, recent Sustainable Design Competition, Master Plan, etc. c. Dan Jones makes a motion that Becca speak on behalf of MTIC expressing support for parklets as presented by Montpelier Alive at City Council meeting on 2/8/17. All in favor. 4. DPW Development of FY 2018 work plan to allocate ATF monies o Kevin identified potential project in near future for use on Taylor street o Interest in possibly installing crosswalk enhancements and utilize VT bike ped small grant program for matching funds – Corey to provide additional information regarding options, estimates, etc. Crosswalks along Elm Street discussed as possible location. o Langdon street alive - discussion of providing funding again for 2017 installation; no action taken – awaiting further planning information and more detailed request from LSA 5. Complete Streets Kevin provided an update on progress from the consultant (Alta). He expects to have an initial draft of road typologies in coming weeks. Kevin will distribute to MTIC (plus others that have previously been involved or expressed interest) in advance of next MTIC meeting, much of which will focus on this project. This review will provide feedback to consultant, helping to inform their work as they complete the remainder of the road typologies guide. 6. Call for Work Groups a. Net Zero initiatives (Dan Jones) - a group to consider parking and traffic issues which we need to address to develop the town in a dense/desirable manner. o Park on the perimeter event o Kevin is putting together the parking strategy and would like to participate in this work group b. Data Collection and Analysis (Dan Costin) - Many towns get a report card on bike and pedestrian safety and how much infrastructure is being used. Corey Line expressed an interest in participating in this work group o What is the effect of our infrastructure changes? We should get more baseline data from this year. o UVM is starting statewide data collection program – good resources for types of equipment. o Bike ped data collection and annual survey- nothing was spent in FY17/16. c. Traffic calming (AnthonyMennona) - A Traffic Calming policy is needed for Montpelier. Per expressed interest in participating in this work group. d. Those who are interested in participating on a work group to contact the work group lead to express interest. The work group lead will schedule a meeting and report back at the next MTIC meeting. 7. Counselor Justin Turcotte requested development of a bike friendly policy on reasonable conduct for cyclists and drivers.  Local motion already has developed outreach materials with Vermont law and rules of the road  Potential conflicts between road and sidewalk users highlights need for robust bike & ped infrastructure  This might also be an issue suited for education and outreach committee (now named complete streets group) - Jenn to reach out to Gary Holloway to discuss 8. Next Meeting a. Jenn makes motion to change start time to 6:00 and end at 7:30. All in favor. b. In light of Town Meeting Day on first Tuesday, next meeting will be March 14th at 6:00 in the Memorial Room Meeting Adjourned at 7:30PM Suggested topics and action items for next meeting:  Work groups report goals, objectives and actions to be taken in 2017 (Dan J, Dan C, Anthony)  Review of Complete Streets project from Alta (Kevin)  Review additional information on crosswalk enhancements (Corey)
