June 16th, 2015 Parks Commission Meeting

• Update on the joint Conservation Commission and Planning Commission meeting
regarding proposed zoning
• Music in the park
• Park employee job description
• Land acquisition

Carolyn proposed approving the amended agenda, Kip seconded
Amended agenda approved
Music In the Park
Discussion of whether to have Music in the Park as a City event or Parks event. Decided it
makes more sense to make it a city event to make insurance cheaper, help with
publicity. Event has to be free.
Recommend Alec get in touch with Ashley of Montpelier Alive to promote event
Alec got $500 from National Life to help cover expenses.
Still need to know times of the events.
To supplement funds not received through admission or parking fees, will have donation
buckets at strategic locations.
Joint Planning and Conservation Commissions Zoning Meeting
Zoning meeting outcome: Conservation Commission to make an overlay map for the
Planning Commission with all the conservation-related maps: to include the natural
resources inventory, trails map, Greenprint, Views and Vistas.
Carolyn to follow up with Roy Schiff, what does the CC need and how can the Parks
Commission plug in?
Geoff – how can we set it up so there are incentives to have all the aspects of the city master
plan (including open space) reflected in the zoning.
Park Employee Job Description
Geoff: 3 job descriptions have been written, will forward to Parks Commission members
and have a discussion at the next commission meeting.
Kip proposed, Carolyn seconded that the commission go into Executive Session to review
land acquisition opportunities.

Park Updates:
Graffiti on the state house path on stone wall and path.
Replaced a bridge at North Branch park.
River Rock agreed to let volunteers stay at the school.
Geoff has been asked to help the Union Elementary school with their playground, Parks
Commissions requested that Geoff guard his time.
Hiring summer people, Geoff hasn’t heard from Americorps yet.
Computer issues with the laptop, suggest getting a desktop and getting it serviced by the
city.
Update on merger of City Parks and Recreation Dept. City voted to bring the Rec Dept into
the City. Possible merger talks will other city departments will start later.
Add to July agenda – discussion on pros and cons of this.
Parks staff put in first two gates for the Hubbard Park Drive. Both gates, both gates
including Winter Street, could be in by early July.
Fire in the park on the way to the tower during the really dry days. Had to call the fire
department and it was hard to put out. Emergency access to the park is not easy.
Greenprint link on parks website needs to be fixed.
Geoff has website vendor for the entire city.
Parks Commissions should look at existing website and make recommendations about
what is needed for the new website.
Discussed July meeting as a parks walk. Purpose of site visit is to inspect a pirate trail, to
have discussions about desired use and management of this section of the park, and to
review a site in North Branch park in advance of an anticipated trail development request.
Meet at 6 pm at wood chip pile at the stump dump.
