MINUTES REGULAR MEETING MOOSE LAKE CITY COUNCIL Wednesday, January 8, 2025, 4:00 pm; City Hall PRESENT: Mayor Jim Michalski, Councilors Lou Ohly, Doug Juntunen, Kris Heaton-Huso, Walter Lower III, Administrator Ellissa Owens, Finance Director Ryan McKeon, Superintendent Phil Entner, Deputy Clerk Taylor Hansberry. Financial Reports 1. City Accounts Payable – December 2024 2. City Financial Statements – December 2024 3. Liquor Store - Profit & Loss Statement – December 2024  Motion to approve the financial reports as presented by Huso; seconded by Ohly. Vote: Yes – Ohly, Juntunen, Huso, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Carlton County Sheriff’s Office a. Activity Report – December 2024 – 44 total calls by the contract deputy and 88 by the other county deputies. A second deputy is expected to begin at the end of the month. B. City Superintendent – Phil Entner a. Department Report – December 2024 – 4.9m gallons drinking water distributed. Communication issue between the water tower and the well house. 9.7m gallons of wastewater collected. Sanitary sewer cleaning program to begin (weather dependent.) Pond treatment facility is winterized. MN Rural Water program to be attended in March. ROW clearing happening while snow plowing is slow. Compressors at the arena are working well. Brush pile will burn when 3” of snow has accumulated. 2025 safety videos to be distributed to staff by 1/31/2024.  C. Motor Vehicle Department a. Quarterly Update – Both full-time employees completed their deputy recertification. Department meetings have begun on a monthly basis. Many remote “snow-bird” customers over the winter. Monthly state trainings continue to bring changes to processes. Many customers have had to come back due to downtime on the State of MN website. MSRP values on vehicles are now required. Disabled veteran program to assist in costs for tax and other fees. DWI customers have increased in frequency. D. Municipal Liquor Store a. Department Report – December 2024 – New POS screen installations. Computer workstation replacements to happen soon. Inventory went well. Repairs are being made to the dishwasher and thermostat upgrades to be discussed with Gardner Refrigeration. Cannabis licensing at a state level has been postponed. Licensing discussion to happen at a city – level in the meantime. E. Technology/Library Department a. IT Monthly Update – Old Police Department data recovery with VC3 and new iPads to be purchased for City Council. b. Library Department Quarterly Update F. City Engineer – Short Elliot Hendrickson Inc. a. Monthly Update – January 2, 2025, Meeting Minutes – Phase II Trail project planning is nearly complete. January 10th meeting to occur with MSOP to coordinate with new roles and trail easements, grant applications, and SIU agreement. An updated pond-capacity memo is underway. MPCA grant application determinations have not yet been made. There has been discussion about moving up bidding for the 2025 sewer lining project in order to have more competitive bidding. G. Chamber of Commerce Updates a. Monthly Update – The 2025 budget was approved. 2025 event planning is in full swing. The triathlon will now be opened up to 150 participants. Agate days partnerships may not be as collaborative this year. This could result in changes to the event. Approval of insurance coverages have been completed for the upcoming year. 5. PREVIOUSLY DISCUSSED BUSINESS A. Riverside Arena – Cooling System Replacement Project Closeout – The City was awarded $207,958 in grant monies. B. 2025 Senate Capital Finance Committee Request – $3.1 million request for Inflow and Infiltration Reduction. The City’s match would be 50%. Other grants could contribute to this match. This was also submitted to Senator Rarick and Representative Dotseth. 6. NEW BUSINESS A. Kettle River Snowmobile Club – Charitable Gambling Discussion a. Shawn Adams, V.P. of the Kettle River Snowmobile Club – a 15-mile section of old trail connecting the Soo Line trail to Denham would not be funded by the DNR’s grant and aid program. This would be the responsibility of the club. The club is working on transitioning to 501(c)3 status. This will allow fundraising. Lack of snow has affected the funding for the snowmobile club. b. Request for the City to allow pull-tab gambling at the Municipal Liquor Store. The club is willing to offer more rent monies for the space if possible. Game boards, horse racing, tip boards, and other opportunities could be used to increase gambling and drink sales. c. Safety certification backlogs have resulted in less certified ATV and snowmobile riders. Another objective of the club is to provide these services to the community. Trails may need to be re-routed and repairs to bridges and other things will be prioritized with gambling funds.  B. Arrowhead Transit – 2025 Subscription Transit Service Agreement  Motion approve the Arrowhead Transit Service Agreement as presented by Huso, seconded by Lower. Vote: Yes – Ohly, Juntunen, Huso, Lower. No – 0. C. Sturgeon Lake Area Lions – LG230 Application to Conduct Off-Site Gambling, February 15, 2025  Motion to approve the LG230 application by the Sturgeon Lake Lions for the Ice Fishing Event by Juntunen; seconded by Lower. Vote: Yes – Ohly, Juntunen, Huso, Lower. No – 0. D. MN State Lottery Contract – Annual Renewal  Motion to approve the MN State Lottery Contract by Lower; seconded Ohly. Vote: Yes – Ohly, Juntunen, Huso, Lower. No – 0. E. Short Elliot Hendrickson Inc. SEH – Supplemental Letter Agreement for 2025-2027 Engineering Services  Motion to approve the Short Elliot Hendrickson Inc. Supplemental Letter Agreement for 2025-2027 by Huso; seconded by Juntunen. Vote: Yes – Ohly, Juntunen, Huso, Lower. No – 0. F. 2025 City of Moose Lake Fee Schedule  Motion to approve the 2025 Fee Schedule as presented by Juntunen; Ohly. Vote: Yes – Ohly, Juntunen, Huso, Lower. No – 0. G. Skid Steer Quote Discussion – Estimate for 33,000 trade-in value for the City’s current equipment. This would leave a balance of $46,405.26 on a purchase of a $79,405.26 machine with an extended warranty of $1,710.  Motion to approve the quote for the purchase of a new skid steer and extended warranty 5.6.22 by Ohly; seconded by Huso.
