MINUTES REGULAR MEETING MOOSE LAKE CITY COUNCIL Wednesday, October 10, 2012 City Hall 6:30 PM Regular Meeting Call to Order: Mayor Ted Shaw called the meeting of the Moose Lake City Council to Order. In addition to Mayor Ted Shaw, the following City Councilors were in attendance: Curt Yort, Jim Michalski, Kris Huso, Michael Peterson. Also in attendance: City Administrator; Mark Vahlsing, Chief of Police; Bryce Bogenholm, Tom Paull, Lois Johnson, Eddie Palkie, Deb Mohelski, Joe Rhein, Barney Hollis, Veronica Fenice, Pat Oman. CALL TO ORDER Motion made by Councilor Huso to accept agenda with additions seconded by Councilor Michalski. Motion carried. CONSENT AGENDA Motion made by Councilor Yort to accept consent agenda, seconded by Councilor Peterson. Motion carried. PUBLIC COMMENT None received PREVIOUSLY DISCUSSED BUSINESS Flood Update Overall status – Chief Bogenholm Met with FEMA and assessed damage, working on bidding process. Long-term recovery is taking hold. Another Flood Relief Center will be held this weekend at Moose Lake School from 10 am to 3 pm. Public Works – City Engineer, Joe Rhein Joe stated that he had been meeting with FEMA representatives to look at public works damage. Thirty-six estimates were being put together to be submitted for review by FEMA. Tom Paull, Police Department Flood Manager He stated that mitigation programs have been looked at through FEMA. Once estimates are complete, the City will again look at the mitigation programs for lift stations. The Moose Lake Fire District is appealing FEMA’s decision on reimbursement. The District submitted over $80,000 in expenses. FEMA has indicated that they will only reimburse $45,000. October 15 is the deadline to apply for SBA loans. All claims from local units of government must be submitted by October 24 to FEMA. Status of Riverside Arena Mayor Shaw stated the arena employees Gary Oltmans and Guyal Nelson have put in many hours in the past 5 weeks preparing the arena for hockey season. The CIP crews have also put in many hours of labor. Gary Oltmans has put in 57 hours above and beyond what he has been paid for. Guyal Nelson has worked an additional 25 hours of what he will submit and was paid for. Mayor Shaw recommended that they be compensated for their hours. Motion made by Councilor Yort to have City Administration determine the number of hours Gary Oltmans and Guyal Nelson put in at the Riverside Arena and compensate them according to their hourly rate, seconded by Councilor Peterson. Motion carried. DNR Mitigation Flood manager Ton Paull stated that 10 houses were preliminarily assessed by Carlton County to be 95% destroyed. A letter will be sent to the 10 property owners. Criteria previously approved by the Council states that a house must be destroyed 95% as verified by the City Building Official. The City will not utilize the County damage assessment in determining eligibility. Each applicant will be evaluated separately. There are also other criteria to qualify set by the DNR. Park Board Roy Peterson Park No new information. Fence repairs still need to be completed, as well as repairs to the sidewalks. Status of Campground repairs after flood Electrical plan being finalized and should be done by the end of October. Bidding will be brought back to the Council and hopefully try to bid that out in the spring. Campground remains closed for the season. Halloween activities in City Park – Barney Hollis Donation from the Park Board received. Profit made will be donated to the Moose Lake High School Choir for trip in the spring. Trunk or Treat: Homeowners can come down and set up in the parking lot of the Park instead of at their homes. Northeast Service Cooperative Internet Services Agreement Administrator Vahlsing recommends holding this issue over until the November meeting. Update on commercial development of a portion of Moose Lake School District Property along Minnesota Highway 73. Mayor Shaw, Councilor Yort and Administrator Vahlsing met with three School Board members as well as Pat Oman and Commissioner Ted Pihlman to give update on the contacts that have been made to the County on the property that the City owns regarding development options. Hopefully after the next meeting on Monday, the School Board will come up with a dollar amount for sale. NEW BUSINESS Moose Lake Chamber of Commerce Request to redesign City of Moose Lake web site Amy Perrine, President of the Moose Lake Chamber of Commerce requested the Council consider the Chamber of Commerce Director Veronica Fenice redesigning City website in exchange for forgiving the $1800 bill for 2012 fireworks. The goal of the redesign is a create a ‘go-to information site’ for the City web site. Motion made by Councilor Michalski to forgive the money owed to the City by the Moose Lake Chamber of Commerce for 2012 fireworks in exchange for the redesign of the City website, seconded by Councilor Peterson. Motion carried. Adopt amendments to Part 1 of Wellhead Protection Plan Administrator Vahlsing stated the Wellhead Protection Plan shows an impact area that goes out, slightly less than 2 miles around the city. As part of the program the City attempts to monitor any well activity within the impact area. The plan will have three phases. The Minnesota Department of Health completed the first phase of the Plan. The Department of Health does not want this process to be extremely expensive for the City. Development of the second phase of the plan will begin next month. The second phase is due by the end of August of 2013. It will need to be completed by the City engineer. He is working on a cost estimate for the second phase of the plan. Administrator Vahlsing expresses no concern with the Plan. Motion to accept the amendments to Part 1 of Wellhead Protection Plan by Councilor Huso, seconded by Councilor Peterson. Motion carried. Discuss purchase of Holiday Banners or decorations for light poles. Administrator Vahlsing recommended forming a committee to review options for holiday decorations. Councilor Huso volunteered to head this committee. Amy Perrine indicated that the Chamber would request donations from business owners to help the high cost of ordering decorations. Administrator Vahlsing stated that he would notify Council on the final design and cost for the decorations. Minnesota Small Cities Development Program Application – Carlton County Economic Development Pat Oman spoke about the 2013 Small City Development Grant application. If the application is approved funds can be loaned out to commercial business, homeowner’s apartment owners as a 0% interest 10-year forgivable loan with proration forgiven. The Application is due November 15. Motion made by Councilor Peterson to adopt Resolution 12-10-01 authorizing City participation in Carlton County application to the Minnesota Small Cities Development program, seconded by Councilor Michalski. Motion carried. REPORTS AND CORRESPONDENCE Police Department Report – September – Chief Bogenholm 800 mhz. Portable radios have been received and all up and running. The base unit for the Police and Fire Department still needs to be installed. Yearly mandatory training was completed last month and online training is being conducted at this time for officers. City Engineer - Joe Rhein – Bolton and Menk Status of Kenwood Avenue, 8th Street repairs. - Some have been completed. Update on GIS - No new information He stated the review of the ewer line televising is nearly completed. Coalition of Greater Minnesota Cities 2012 Update Administrator Vahlsing stated provided an update on the Coalition of Greater Minnesota Cities. The CGMC fall conference will be held November 14-16, 2012 in Alexandria. Mercy Hospital Letter Administrator Vahlsing stated that Mercy Hospital was awarded their funding from USDA Rural Development for hospital expansion project.
