MINUTES REGULAR MEETING MOOSE LAKE CITY COUNCIL Wednesday, January 9, 2013 City Hall 6:30 PM Regular Meeting Call to Order: Mayor Ted Shaw called the meeting of the Moose Lake City Council to Order. In addition to Mayor Ted Shaw, the following City Councilors were in attendance: Curt Yort, Kris Huso, Michael Peterson, and Jim Michalski. Also in attendance: City Administrator; Mark Vahlsing, Chief of Police; Bryce Bogenholm, Tom Paull, Eddie Palkie, Joe Rhein, Deb Mohelski, Steve Trenhaile, Wayne Olson, Pat Oman, Jean Hedin, Veronica Fenice, Amy Perrine. Swearing in of newly elected Mayor and Council members prior to Call to Order: Ted Shaw, Jim Michalski, Michael Peterson, Kris Huso. 1. CALL TO ORDER A. Pledge of Allegiance  Motion made by Councilor Peterson to accept agenda with additions seconded by Councilor Huso. Motion carried. 2. CONSENT AGENDA A. Minutes December 12, 2012 Regular Meeting, Moose Lake City Council. B. Financial Reports  City Accounts Payable – January 2013  City Financial Statements Not Completed Due to end of Year Adjustments:December 2012.  Liquor Store – Profit & Loss Statement – Not Completed Due to end of year Adjustments December 2012  Motion made by Councilor Michalski to accept consent agenda, seconded by Councilor Yort. Motion carried. 3. PUBLIC COMMENT This time is reserved for comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. PREVIOUSLY DISCUSSED BUSINESS A. Flood Update  Overall status – Tom Paull/Joe Rhein - FEMA has put together all of their cost assessments for all different projects. $435,000 difference between City’s numbers and FEMA’s numbers. Will need to negotiate with the State. Consensus by Council to continue with the appeal.  FEMA – Tom Paull, Police Department Flood Manager See above in overall status.  DNR Mitigation Resolution below must be signed by Council for the three houses, $440,000 estimate for the three houses that were affected.  Long Term Recovery – Lutheran Social Services Over 700 cases. Housed in the Southern Carlton County Services Center Building (Family Center Building). B. Resolution 13-01-01 Approval of Application for Minnesota DNR Flood Damage Reduction Grant Assistance Program  Motion to approve Resolution 13-01-01 made by Councilor Yort, seconded by Councilor Peterson. Motion carried. C. Update on hiring process for City Administrator Position. Job description and profile. The ad was placed last week. Community profile will go out to interested candidates. D. Veronica Fenice – Moose Lake Chamber of Commerce – Update on design of City website. Brief walk-through of website thus far. E. Reimbursement to Carlton County – City portion of trail repair/paving: $5392.89 Wayne Olson – trail project that was requested by the City which was sponsored by the County. Connection from Arena that went up past the Depot and then reconnected on the North edge of town.  Motion made to reimburse Carlton County in the amount of $5392.89 by Councilor Michalski, seconded by Councilor Peterson. Motion carried. F. Moose Lake Financial Department. Informational. Water and Light will review this before discussion by Council. 5. NEW BUSINESS A. Annual Staff and Committee Appointments. All commission and board members whose term was up and asked if they would be interested in continuing to serve. Everyone was reappointed.  Motion made to accept appointments by Councilor Huso, seconded by Councilor Peterson. Motion carried. B. Appoint Building Official Duane Grace recommending hiring Bruce Lourey as Building Inspector. Councilor Yort suggests appointing Bruce Lourey and contacting him for his approval of this switch.  Motion made by Councilor Yort to increase Jean Hedin’s pay to that of the current City Adminstrator as she acts as interim City Administrator, seconded by Councilor Huso. Motion carried.  Motion made to keep Duane Grace as building official for the time being with Bruce Lourey as assistant until Bruce can be contacted about becoming the building official, by Councilor Yort, seconded by Councilor Michalski. Motion carried. C. League of MN Cities Insurance – Liability Coverage Waiver Form In the past Council has not waived the statutory limit.  Motion made not to waive the monetary Tort limit by Councilor Huso, seconded by Councilor Michalski. Motion carried. D. Pat Oman – Carlton County Economic Development. Update on School District Property Sale Ongoing discussions have been undertaken. Informational only. E. Nick Anhut – Ehlers and Associates. Discuss refunding options for 2004 - $1,735,000 Water and Sewer Revenue Bonds. Propose issuing new bonds that would be approximately $1.66 million. Repayment options are 20 or 25 year terms. 4.75% interest rate currently which could be dramatically decreased.  Motion made to accept Resolution 13-01-02 with the 20-year term to also include the rated bond sale by Councilor Michalski, seconded by Councilor Peterson. Motion carried. F. Amy Perrine – Moose Lake Area Chamber of Commerce – Discuss concept of establishing an Adopt a Light Pole Program Revenue could potentially help with Christmas decorations, flags, beautification of the City. Chamber willing to advertise. Councilor Yort recommends adopt a tree or a bench, etc., rather than just adopt the pole. Plaques would be placed as recognition. Consensus by Council to proceed. 6. REPORTS AND CORRESPONDENCE A. Police Department Report – December – Chief Bogenholm. 2012 Year: 1800 calls for service. Will be updating some technology, Automated Pawn System – data bank of all pawn shops in the area and State of Minnesota. Can enter key words and check if an item has been pawned. B. Joe Rhein – Bolton and Menk 16 issues. Most current issues: FEMA, cast iron and PVC pipe sale. C. City Administrator – Thank Council and Staff. Mark thanked Council members, Department heads for making his time here enjoyable. Mark will miss Moose Lake – great community.  Motion made to sell the Administrator’s computer and the phone as a package to the City of Kenyon for a later to be determined price by Councilor Yort, seconded by Councilor Huso. Motion carried. D. December 2012 Board and Committee meeting minutes  Moose Lake Water and Light  Carlton County EDA  Moose Lake Park Board  Moose Lake Area Fire Protection District  Moose Lake Library Board  Moose Lake Fire Protection Minutes E. Moose Lake Fire District End of Year Report 360 calls for 2012, 3505 total hours of service.  Carlton County Emergency Management no longer wants to set off siren as fire/rescue. The Fire District wants to continue the siren. Three letters recommended to be written in favor of keeping the siren warning for fire/rescue purposes.  Identification of house numbers: Recommending every house have a reflective number identification for emergency purposes. Chief Bogenholm will look into an ordinance. F. City Check list – informational only. 7.
