REGULAR MEETING MINUTES MOOSE LAKE CITY COUNCIL Wednesday, July 14, 2021, 4:00 pm; City Hall PRESENT: Mayor Ted Shaw, Councilor Walter Lower, Councilor Doug Juntunen, Councilor Greg Sarvela, Councilor Kris Huso. OTHERS PRESENT: City Administrator Katie Bloom, Deputy Clerk/Finance Director Ellissa Owens, Public Works Superintendent Phil Entner, Chief of Police Darren Juntunen, Star Gazette Alanea White, Michael Geary, Tory Johnson, Tyler Yngsdal SEH, Matt Bolf SEH. 1. CALL TO ORDER A. Pledge of Allegiance B. Approval of Agenda  Motion to approve the agenda by Councilor Lower, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 2. CONSENT AGENDA A. Minutes 1. Regular City Council Meeting – June 9, 2021 2. Special City Council Meeting – June 29, 2021  Motion to approve the minutes by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. B. Financial Reports 1. City Accounts Payable – June 2021 2. City Financial Statements – June 2021 3. Liquor Store - Profit & Loss Statement – June 2021  Motion to approve the financial reports by Councilor Sarvela, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report June 2021  Chief Juntunen reported on the June calls for service totaling 213 calls for service.  Chief Juntunen reported National Night Out will take place on August 3, 2021, 4:00pm to 7:00 pm at the city park.  Chief Juntunen discussed the availability of a 2021 Police Interceptor Explorer for purchase; a request was made for pricing on a 2022 squad and Chief Juntunen was informed pricing is not available at this time and inventory is unknown for 2022 squads.  Administrator Bloom reported the new police squad is a budgeted item for 2022; the city has unused 2020 capital monies available in a dedicated fund we could use for this purchase now to save money and replace the funds in 2022 as this will be a budgeted item.  Councilor Sarvela inquired about the need to outfit the squad.  Chief Juntunen reported that if a purchase is made now the new squad would sit until January of 2022; this would allow time to outfit the squad and properly budget for these items.  Councilor Juntunen expressed his desire to select the option that allows us to save money.  Motion to approve purchase of a 2021 Ford Explorer Pursuit Package Squad for $38,544.21 by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No-0. B. Public Works Superintendent Report b. Department Report June 2021  Superintendent Entner reported the water department distributed 4.9 million gallons of drinking water in the month of June.  Superintendent Entner reported that the Birch Ave & 4th Street intersection reconstruct is getting black topped today along side the street patching.  Superintendent Entner reported the old well house sites were demolished this week as well.  Superintendent Entner reported the Water Tower Project will begin next week.  Superintendent Entner reported the sewer department collected 10.4 million gallons of wastewater during the month of June.  Superintendent Entner reported the Lift Stations were cleaned this week.  Superintendent Entner reported that the Sewer Lining Project is in process.  Superintendent Entner reported that pothole filling will continue monthly all summer long.  Superintendent Entner reported that black top patching will begin soon.  Superintendent Entner reported the Campground is running smoothly from a maintenance perspective.  Superintendent Entner reported the Cemeteries are running smoothly from a maintenance perspective. C. Technology / Library Report  Administrator Bloom commented that the Library Board is looking at creative ways to spend the $1,800.00 from the recent book sale monies. D. Municipal Liquor Store Report  No update. E. City Engineer Report  Administrator Bloom reviewed the monthly Meeting Minutes.  Administrator Bloom reported that the TH73 Project Bid was approved on June 29, and Ulland Brothers Construction is expected to start work at the end of the month.  Superintendent Entner will be working with SEH to determine new sewer pond capacity figures resulting from the Sewer Lining Projects.  Administrator Bloom reported there will be a project kickoff Meeting July 19, 2021, for the Water Tower Project. F. Chamber of Commerce Updates.  Administrator Bloom reported that the Moose Lake Triathlon will take place August 7, 2021.  Administrator Bloom reported Agate Days will take place this coming weekend.  Administrator Bloom reported the Brewfest will take place on September 18, 2021.  Administrator Bloom reported that a Virtual Golf Event, in coordination with Essentia Health, will take place throughout the summer.  Administrator Bloom reported the Fly-In Breakfast will take place on August 21, 2021. 5. PREVIOUSLY DISCUSSED BUSINESS A. Moose Lake Windemere Sanitary Sewer District Capacity 6. NEW BUSINESS A. 100 Hillside Terrace Apartment Complex Service Line Request  Administrator Bloom shared a request from Tory Johnson to replace water and service lines at 100 Hillside Terrace and connect to the municipal water and sewer main; there is a dispute over records regarding where the city’s services begin and who owns the service lines underneath a specific section of 2nd.  Johnson communicated his plumbing plans were accepted by the Department of Labor and Industry with the stipulation he connects to a municipal service.  Mayor Ted Shaw communicated the private services were not installed up to city standards and never accepted by the city.  Johnson requested the city take clear ownership of the private services under the city road.  Michael Geary inquired if the city would consider taking ownership of the services in question if they are brought up to city standards.  Administrator Bloom communicated if upgrades were made to the private service that the city would consider taking clear ownership of the service.  Johnson agreed to contact the Minnesota Department of Labor and Industry regarding a permit to connect to a private service. B. Temporary On-Sale Liquor License – Moose Lake Brewing Company  Administrator Bloom presented the request to approve a temporary license for the Octoberfest event on September 25, 2021, at the arena.  Motion to approve the Temporary On-Sale Liquor License for the Moose Lake Brewing Company by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Juntunen, Lower, Huso, Sarvela. No – 0. C. Flagpole Donation  Mayor Ted Shaw reported the Moose Lake American Legion would like to donate a flagpole, and the installation of the pole, at the city park.  Administrator Bloom confirmed with Mayor Ted Shaw that the size and placement of the flagpole is negotiable.  Consensus reached. D. Lakehead Constructors, Inc – Pay Application #8  Motion to approve Pay Application #8 in the amount of $83,609.50 by Councilor Sarvela, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. E. Pumphouse Facility Change Order #1  Motion to approve Change Order #1 in the amount of $2,064.89 by Councilor Sarvela, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. F. Pumphouse Facility Change Order #2  Motion to approve Change Order #2 in the amount of $11,720.00 by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. G. Pumphouse Facility Change Order #3  Motion to approve Change Order #3 in the amount of $2,384.00 by Councilor Huso, seconded by Councilor Juntunen. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. H. Insituform Technologies Pay Application # 1  Motion to approve Pay Application #1 to Insituform Technologies in the amount of $16,578.26 by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. I. Northland Constructors of Duluth Pay Application # 2  Motion to approve Pay Application #2 for Northland Constructors of Duluth, Inc. in the amount of $20,344.44 by Councilor Lower, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. J. Water Tower Design Proposal  Motion to approve Water Tower Design Proposal from Central Tank Coatings, Inc. in the amount of $6,500.00 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. K. Utility Maintenance Agreement – Carlton County, County Road 10  Motion to approve the County Road 10 Utility Maintenance Agreement with Carlton County by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. L. 4th Street Reconstruct Estimates  Administrator Bloom recommended to the City Council a 2022 road project; the reconstruct of 4th Street from Douglas to Birch Ave for an estimated 1.3 million dollars.  Tyler Yngsdal from SEH reported on the reasoning behind the increase in cost estimates from the CIP Plan.  Matt Bolf from SEH recommended the City Council establish a standard for how the city will approach all reconstructs moving forward: sidewalks, streetlights, trees, etc.  Administrator Bloom will send out invitations for a follow up Special City Council Meeting to continue to discuss further.  Consensus reached to pursue a 4th Street Reconstruct from Douglas to Birch. M. Gambling Permit – Moose Lake Area Historical Society  Motion to approve the Moose Lake Area Historical Society’s gambling permit requests by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. N. Gambling Permit – American Legion Post 379  Motion to approve the American Legion Post 379’s gambling permit request by Councilor Juntunen, seconded by Councilor Huso. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. O. Memorandum of Understanding – Human Development Center  Motion to approve the Memorandum of Understanding with the Human Development Center by Councilor Huso, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0. P. Darren Juntunen Contract Renewal - Closed Q. Katie Bloom Contract Renewal - Closed R. Lakehead Generator Disconnect  Superintendent Entner discussed the option to install an emergency plug at the new Well House to be utilized in case of an emergency to restore power.  Matt Bolf at SEH discussed the option to approach Lakehead for better pricing or pursue alternative bids.  Administrator Bloom highlighted the important events in contractor continuity in the new building.  Consensus reached to renegotiate pricing with Lakehead. S. Depot ATVs  Councilor Sarvela expressed concern over the interactions between patrons of the Depot and ATV riders staging in the parking lot.  Mayor Ted Shaw discussed the crowded parking lot has made it difficult for customers of the Historical Society.  Councilor Sarvela discussed additional options for ATV staging areas around Moose Lake.  Chief Juntunen acknowledged difficulty with parking in the Depot parking lot on the weekends when ATVs are staging in the area.  Councilor Lower inquired about another lot in the county that could be used for an ATV staging area.  Chief Juntunen discussed the current signage and trail maps that would need to be updated.  Councilor Huso discussed the desire to be mindful of local businesses who benefit from the ATV patrons that come to the area.  Mayor Ted Shaw discussed the need for additional time and research to properly address this issue. The City Council of the City of Moose Lake will meet in closed session pursuant to MN Statutes section 13D.05 subd. 2(a) to have a personnel discussion. The meeting will take place in the Council Chambers of the Community Center at 313 Elm Ave. Following the closed session, the council will re-convene in open session pursuant to the posted agenda for that date and time and during such open session summarize its conclusion and make any motions.  Motion to close the meeting by Councilor Lower, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower. No – 0.  Motion to open the closed meeting by Councilor Lower, seconded by Councilor Sarvela. Vote: Yes – Sarvela, Juntunen, Huso, Lower.
