MINUTES REGULAR MEETING MOOSE LAKE CITY COUNCIL Wednesday, May 11, 2022, 4:00 pm; City Hall PRESENT: Mayor Ted Shaw, Councilor Walter Lower, Councilor Doug Juntunen, Councilor Greg Sarvela, Absent Councilor Kris Huso OTHERS PRESENT: City Administrator Ellissa Owens, Chief of Police Darren Juntunen, City Superintendent Phil Entner, Deputy Clerk Ryan McKeon, Liquor Store Manager Elaine Hennager, Bette Kreul, Barb Lindorff, Jenny Waldo, Shawn Wigg, Roland Brockman, Rory Butkiewicz 1. CALL TO ORDER A. Pledge of Allegiance B. Approval of Agenda  Motion made to approve the Agenda by Councilor Lower, seconded by Councilor Sarvela. Vote: Yes – Lower, Juntunen, Sarvela. No – 0. 2. CONSENT AGENDA A. Minutes 1. Regular City Council Meeting – April 13, 2022  Motion made to approve the Minutes by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Lower, Juntunen, Sarvela. No – 0. B. Financial Reports 1. City Accounts Payable – April 2022 2. City Financial Statements – April 2022 3. Liquor Store - Profit & Loss Statement – April 2022  Motion made to approve the Financial Reports by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Lower, Juntunen, Sarvela. No – 0. 3. PUBLIC COMMENT This time is reserved comments from the public on matters not listed on the agenda. Please keep comments to 3 minutes.  Roland Brockman addressed the Board regarding the ATV traffic on weekends stating it is very bad, hoping the route could be changed to have the ATVs use Hwy 61 instead of S Arrowhead Lane; also, he feels the 15 mph speed limit sign would be beneficial. Chief of Police Darren Juntunen stated he would definitely look into this. 4. DEPARTMENTAL REPORTS A. Police Chief a. Department Report April 2022  Total of 240 service calls for April 2022.  Reminded of speed limit by the school, 20 mph. B. City Superintendent a. Department Report April 2022  Water Department distributed 5.1 million gallons of drinking water in April.  Hydrants are being flushed.  Sewer Department collected 18.6 million gallons of wastewater in April.  Lift stations have been cleaned and serviced.  Bridge Lift Station grinder is installed.  Wastewater Discharge for April 35.25 million gallons.  I&I is still a huge problem.  Street Department is patching potholes, a lot of concrete repairs need to be done throughout the town.  Street sweeping is underway.  Storm sewer catch basin at 3rd and Birch washed out and was rebuilt last week.  Catch basin at 61 and Arrowhead is getting rebuilt today due to washing out.  Cemeteries/Campground/Park: Seasonal staff is back to work and water is on at all locations. Spring cleanup is finished. Campground opens May 13. o Consensus given for Phil and his crew to determine the two worse blacktop roads that we have in the City that should be overlayed, to identify them, and we can consider budgeting these for next year. Phil suggested the CIP plan is looked over. C. Municipal Liquor Store a. Department Report April 2022  Ice machine has been installed.  It was brought to Elaine’s attention to have events at the arena throughout the summer.  The cooler should be in this year and will be moving the old one to the arena.  July 4th is planned. D. Technology/Library Department a. Quarterly Report  Rory Butkiewicz stated he is doing equipment comparison. He recommends we move forward with the audio. E. City Engineer a. Monthly Update- Meeting Minutes  Work on Hwy 73 trail beginning again. F. Chamber of Commerce Updates a. Monthly Update  Administrator Owens stated they are busy planning on their events and looking for volunteers to help with these events.  Annual Dinner May 14.  Chamber looking to do the Fireworks fundraiser again for the City of Moose Lake. 5. PREVIOUSLY DISCUSSED BUSINESS A. Riverside Arena Update  Ryan McKeon addressed the Board with the new proposed fee schedule.  Motion made to accept the new fee schedule by Councilor Lower, seconded by Councilor Juntunen. Vote: Yes – Lower, Juntunen, Sarvela. No – 0. B. Sand Lake Resort Project Update  Administrator Owens presented the communication received from Mark Lambert which reaffirmed the 49 unit zoning/building permit for Sand Lake Resort construction project. 6. NEW BUSINESS A. Bette Kreul – Letter to Moose Lake City Council  Bette addressed the Board regarding the property between herself and Lindorffs; found out the owner will be renting canoes and requesting a privacy fence between herself and Lindorffs and a possible walkway. Bette stated herself and Barb Lindorff would be interested in purchasing this property jointly.  Bette also brought up the drainage issue, which has been an ongoing problem.  Mayor Shaw gave some background information regarding this property being discussed. As this was a FEMA turnover, Mayor Shaw does not believe the City can sell this property, but he will look into this. Mayor Shaw also elaborated on the drainage issue which has been an ongoing problem.  Consensus given by Council to bring this property issue to the Engineer Group to see if they can come up with a solution to the drainage as well as privacy fence and walkway.  Administrator Owens stated Lakeside Traders did address the City with the canoe rental and are very willing to monitor the traffic and any issues that may arise. B. Moose Lake Brewing Company Temporary Off Sale Liquor License – agenda item removed. C. City of Moose Lake – Goose Management Plan  Phil stated there is a goose problem in the campground and he found out we need to have a Goose Management Plan in place before anything can be done. This Goose Management Plan needs to be adopted as a formality.  Motion made to adopt the Goose Management Plan by Councilor Lower, seconded by Councilor Sarvela. Vote: Yes – Lower, Juntunen, Sarvela. No – 0. D. Utility Locator Quotes  Motion made to accept the quote provided by UtilityLogic for the amount of $11,461.00 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Lower, Juntunen, Sarvela. No – 0. E. Lakeshore Drive Culvert Crossing  Phil stated south of 289 on Lakeshore Drive there is a culvert that goes under the road that is an old wooden box culvert which is very old and had been used by the old State Hospital that needs to be replaced. Phil reached out to the Engineer Group who stated we could get by with a 24 inch culvert. Councilor Juntunen asked if the State was presented with this issue as they may be responsible for repair of this and thinks more discussion needs to be had. Mayor Shaw stated a special meeting could be scheduled to discuss this with the State of MN. The Board recommends Phil look into cost of install, etc. with the Engineer Group and bring back to the Council next month. F. Bulk Water Sales  Unpaid invoice was presented. Phil recommends the City does not do bulk water sales unless a big construction project is to happen, which could be ‘pay on the spot’. All water sales will be suspended until further discussion, consensus given by Board. G. 4th Street Reconstruction – Bid Letter Recommendation  Motion made to accept the bid from Velt & Company Inc for the amount of $1,068,255.00 by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Lower, Juntunen, Sarvela. No – 0. H. 2022 Sanitary Sewer Lining Project – Option 1  This project is going out for bid. I. City Admin Assistant - Job Description  Draft job description was presented by Administrator Owens.  Motion made to accept the City Administrative Assistant position, reviewing the need for this position at 6 and 12 months by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Lower, Juntunen, Sarvela. No – 0. J. Resolution 22-05-01  Motion made to approve Resolution 22-05-01 by Councilor Juntunen, seconded by Councilor Lower. Vote: Yes – Lower, Juntunen, Sarvela. No – 0. K. July 4, 2022 Fireworks – Location Change Request  Location change would be the tip of point accessible by Campground which would shut down the tenting spots for one day. This would require some fill being brought in at the expense of the City. Request was reviewed by the company and they have communicated to the City that we have to be absolutely certain they can access the location with large equipment/trucks. Consensus given by Council to move forward with this request. L. Minnesota Board of Peace Officer Standards & Training – Compliance Review  The Moose Lake Police Department was presented with a certificate in recognition of compliance with legislative mandates ad POST Board rules. M. City of Moose Lake Ordinance No. 168  Motion made to approve Ordinance No. 168 by Councilor Juntunen, seconded by Councilor Sarvela. Vote: Yes – Lower, Juntunen, Sarvela. No – 0. N. Resolution No. 22-05-02  Motion made to approve Resolution No. 22-05-02 by Councilor Sarvela, seconded by Councilor Lower. Vote: Yes – Lower, Juntunen, Sarvela. No – 0. O. Gas Franchise Fee  Councilor Juntunen brought up this topic and Administrator Owens stated this is contributing $109,755.25 since implementation (fund balance) which will be utilized within the 4th Street Project. Councilor Juntunen recommends this be reviewed yearly. 7. REPORTS AND CORRESPONDENCE A. Carlton County Transportation Department – Annual Bridge Inspection – informational regarding the pedestrian bridge over the Moose Horn River. B.
