CITY OF MORGAN’S POINT RESORT CITY COUNCIL MEETING REGULAR/ PUBLIC HEARING/ SPECIAL MEETING City Council Chambers/ Library Morgan’s Point Resort City Hall 8 Morgan’s Point Blvd. MINUTES OF September 10, 2019, 6:00 P.M. CALL TO ORDER, INVOCATION AND PLEDGE OF ALLEGIANCE- Mayor Dwayne Gossett called the meeting called to order at 6:00PM. Invocation was led by Jeremy Franks. Pledge of Allegiance led by Boy Scouts Troop 118. ANNOUNCEMENTS AND CITIZEN COMMENTS Bonnie Wilson member of the Auxiliary for the MPR Fire Department announced and crowned Sharon Almon as the new 2019/2020 Miss Flame for MPR. She is the daughter of Russell and Carla Almon. Raelynn Schieble 2018/2019 was recognized and thanked for her service representing the MPR Fire Department. Boys Scouts Troop #118 thanked Mayor Gossett for his support and Maintenance Department for allowing the use of the office for meetings and garage sales. Citizen Pat Allen resides on the Cul-de-sac of Comanche & Yuma. Her concern is the quality of the water and its smell, and the water rate increase. Citizen Jeremy Franks Pastor of Fellowship Baptist Church announced that the 15 th of September was “Back to Church Sunday and invited all to come stop by. He also recognized the Fire & Police department for the service to the City. Citizen Sheila Oliver stated that she was not pleased with water rate increase, and feels that the City did not issue any advance notification. Mayor Pro-tem Hartman said by law the Council cannot discuss public comments. She said she would stay after the Council meeting and invited anyone that had any questions to come and talk to her. APPROVAL OF MINUTES 1. Review & consider approval of minutes for: August 20, 2019 August 30, 2019 Public Hearing/Special Meetings Mayor Gossett entertained a motion for the minutes of the August 20, 2019 and August 30, 2019 Public Hearing/Special Meetings. Mayor Pro-Tem Donna Hartman made the motion to accept as written. Councilman Ronnie Snow made the second motion. All present voted “Aye”. Motion carried. PUBLIC HEARING 2. Second Public Hearing for Fiscal Year 2019/2020 Proposed Tax Rate at $0.595800/$100 Mayor Gossett at 6:18 P.M. called open floor for comment regarding the Proposed Tax Rate. With no comment Mayor closed the hearing at 6:20 P.M. Page | 1 RESOLUTIONS AND ACTION ITEMS 3. Discuss, Consider Resolution # 2019-18 Variance Request-Mr. & Mrs. John Forrest-79 Oakmont Circle It was advised from P&Z that the Robinson’s variance request was 20 feet over the front set back line and was disapproved. There had been no other communication from the Forrest’s to resubmit. Mayor Gossett entertained a motion for a vote. City Council denied request with a vote of 0 Ayes and 5 Nays. Motion carried. 4. Discuss, Consider & Resolution # 2019-20 Authorizing Police Department to Surplus Property Chief of Police Cline had requested to surplus the Chevrolet 2006 Avalanche, due to a potential buyer. The vehicle had been retired/stored in the Emergency Management Center. Councilman Dennis Green made the motion to accept Resolution 2019-20. Mayor Pro-Tem Donna Hartman made the second motion. All present voted “Aye”. Motion carried. 5. Discuss, Consider & Resolution #2019-21 Texas Municipal Retirement System City Portal Use Agreement- authorizing new City Secretary as City Portal Administrative User No discussion. This item was not required to be approved by City Council. DISCUSSION 6. Maintenance Fees Update Lengthy discussion on how to do away with Maintenance Fees. City Manager Bill advised that maintenance fee billing would take place in January 2020 and would like to address to Council a possible plan to put in place at the November meeting. It was agreed to discuss further at the November council meeting and vote on whether to move forward. ORDINANCES 7. Discuss, Consider Ordinance 2019-07 Building Permit Inspection Fee Increase Councilman Johnson commented that he did not agree with doubling the permit fees and added that the entire permit process needed to be revamped. He suggested to form a small committee to review for comparisons with other cities. Also discussed were inquires of the City’s current City inspector. City Manager Bill advised that Mr. Carrasco came with experience and is working out very well. The inspections are done just as the previous inspector, only inspections are performed after 5 p.m. His fee is also the same as previous inspector. Jay Montgomery from Code Enforcement is currently shadowing Mr. Carrasco to eventually assume the position. Mr. Bill stated he believes Mr. Montgomery could possibly be at that point sometime next year. Mayor Gossett entertained a motion. Councilman Robbie Johnson made the motion to table Ordinance 2019- 07 until further review. Councilman Dennis Green made the second motion. All present voted “Aye”. Motion carried. WORKSHOP ITEMS 8. Discuss, Consider Possible Action on Fiscal Year 2019/2020 Enterprise Fund Budget 9. Discuss, Consider Possible Action on Fiscal Year 2019/2020 General Fund Budget Mayor Gossett advised that both Items 8 & 9 would be discussed together since the main topic with both funds were regarding wages. Lengthy discussion regarding wages followed. Councilman Green commented that reviewing wages without performance evaluation did not seem appropriate. Mayor Pro-tem Donna Hartman stated her concern was Step system used by the former administrator was very unfair and unjust to the employees. One example was two supervisory positions with the same skills with a $3000 difference. She also stated that City Manager Bill deserves more than 4%. He has no car allowance, no contract. Council Ronald Snow stated he wanted to be on the record, that at previous workshops, Council was instructed to meet with City Manager to discuss wages and thus far only two have done so. Councilman Snow expressed that Council meet at another workshop with 100% attendance of Council instead of leaving the burden to the 2 Council Page | 2 members. Councilman Green requested that he would like to have performance evaluations for next meeting. September 16th was agreed upon to discuss wages and set the tax rate. 10. Discuss, Consider Possible Action on Fiscal Year 2019/2020 Proposed Tax Rate at $0.595800/$100 Council agreed upon, and will be voted on September 16th. BOARD, COMMITTEE, OR OTHER REPORTS 11. Active Auxiliary Report Events planned: 2020 Fundraiser leaving from Galveston, Texas on the Carnival Freedom Cruise, working with Your Travel Agent in Belton. Chili Cook Off -September 21st to include a 5K Run, 2K Walk, activity will be from 8am to 1pm. Senior Expo coming up at the Expo Center, organized by Belton Journal specifically for Seniors of Bell County. National Night Out set for October 1st. Neighborhood Block party. Please let your Chief of Police know if you are hosting one so that he and his patrolman can stop by. Fire Prevention Week will be held at the Fellowship Baptist Church come by for Fun, Food and Fire trucks. Halloween Festival will be held on a Saturday, at the MPR Event Center. Nov 3 –Bake Sale 12. Library Report- Another successful reading program, 26 kids, Back packs were distributed at the end of the program. City Manager Bill was thanked for participating in the program. Mr. Bill read to the children. There were other guests authors present as well. The youth of the community were also thanked for volunteering. 13. City Council Councilman Hartman advised that there had been a comment about the water rates notifications. She verified with City Manager Bill, that the water rates were approved at the City’s last regular City Council meeting and were posted on the Website. It was also mentioned by a Citizen that the Agendas are always posted on the website, Thursdays before the Tuesday’s meeting. 14. Fire Department Update Between grants, donations, and County response, the department has received $123,755. Asking for a Fire Specialist this budget. Would like more fire fighter volunteers. STAFF REPORTS ADJOURNMENT: Mayor Gossett entertained a motion. Councilman Ronald Snow made the motion to adjourn meeting. Dennis Green seconded the motion. All present voted “Aye”. Motion carried.
