Will delete projects 6,7, and 8 from Traci, Gunnar individual project list Meeting Minutes: Agenda Item 1 (Schmooze time) The February 2014 monthly meeting of the Morgantown Municipal Bicycle Board (BB) was called to order at 6:40 p.m. at the Public Safety Building by Vice Chair Gunnar Shogren with the following members attending:  Present: Jing Zhang, Frank Gmeindl, Damien Davis, Chip Wamsley, Gunnar Shogren, Traci Knabenshue, Marilyn Newcome, Derek Springston, Colin Dierman, Officer Matt McCabe  Absent: Andrew Walker, Emily Vasile, Jonathan Rosenbaum  Visitor: Ryan Stocking Agenda Item 2 (Last Minute Agenda Items) None. Chip from the meeting he attended to the BB  4 Agenda Item 5 (Ripe Banana Issues) Ella Beling has contacted the city about installing bike counters at 2 locations on the Caperton Trail. Jeff Mikorski got it approved through council, and the National Trails Conservancy is sponsoring them. The Conservancy is trying to come up with some North-South connector route information. Agenda Item 6 (Welcome Officer McCabe/Enforcement) Officer Matt McCabe was appointed to the BB by the Morgantown Police Chief to periodically attend meetings and assist with enforcement ideas and issues. He explains background of current enforcement practices. The police force uses bicycle cops in the summer, and Office McCabe says that BB members will be able to go to do traffic checks with those bike officers. WVU bicycle cops are supposed to work with the city to do some things as well. He also explains that cops don't vary from a call to some other incident for a minor traffic offense, so if an officer is responding to a call and sees a bicycle-related infraction, he will not interrupt the call to enforce that issue. Frank mentions that we have several hundred ‘rights and duties’ cards from the education grant that we can give to the police force to hand out to motorists and cyclists alike. He also explains that the force’s records person, Laura, puts in bike and pedestrian accidents into records. Discussion on accidents and lane positions occurs. The group also discusses narratives on accident reports; Officer McCabe points out that new check boxes will not be added and chief may not even have officers trained on how to put that information in a report. The main purpose of accident reports is to establish fault. An action item is created to come up with a concise primer on why reporting lane position is important (Gunnar). Agenda Item 7 (Allstate Proposal Updates) Emily reports that the Allstate subgroup proposed a 3 year program and Allstate replied back asking for a 1 year version instead, so the group sent it to the city to give to Allstate. Agenda Item 8 (TAP Grant Updates) Ryan Stocking, ‘Science Behind Cycling’ instructor at WVU, is asking for just under $20,000 of the state DOH TAP funds for training trails in White Park. He floated the idea to BOPARC, who in turn talked to Travelers Insurance and Traveler’s advised them BOPARC against the idea. Because of this, Ryan’s new idea is to have University High School apply instead and is aksing if that’s a good idea and if the BB has any other feedback. Traci offers that she is not quite sure who can actually apply for TAP funds--as in, would it have to be a county board of education that applies? Traci will let Ryan know who can apply for it after checking her materials from the MAP 21 training. Agenda Item 9 (House Bill 4304) Frank begins discussion about the bill, and asks what each BB member will do to garner support for it. Frank says he will resend talking points and the bill process. The group brainstorms about who it can call to let them know the bill is up for consideration and to support it. Some ideas discussed are bike shops, race directors, Mylan bike group, Morgantown Multi-sport, Main Street Morgantown, etc.  5 Agenda Item 10 (MPO Bike Plan Updates) Jing says that he is still gathering info for the MMPO bike plan, but that he just finished training on Provis, software that compiles long-range transportation plans so that when the DOH is planning a project, they can click on a map on Provis and see what a road’s bike status is. He will send the BB the link to Provis. Agenda Item 11 (Project Reports) The group reviews the 20 or so projects that were compiled by the BB in Fall of 2012 to see if some of them should be deleted from the list. The group decides to delete projects 6, 7, and 8. Agenda Item 12 (Vacant Seats on BB) Colin Dierman will invite a few folks to the board. See action items.
