Minutes of the July 10th, 2024, Regular Meeting of the Board of Parks and Recreation Commissioners Location: Morgantown City Hall-Council Chambers Call to Order: Director Wiles called the meeting to order at 3:03 PM. Establish Quorum: Members present were Meridith Balas, Cal Carlson, Susan Klingensmith, Amel Morris, Jenny Selin, Jenny Thoma, and Danielle Trumble. Election of Officers: Director Wiles opened the floor for nominations of officers, beginning with Chair. Amel Morris nominated Danielle Trumble for Chair, seconded by Jenny Selin. There was no discussion. Danielle Trumble was elected Chair unanimously 7-0. Chair Trumble opened up the floor for nominations for Vice Chair. Susan Klingensmith nominated Cal Carlson for Vice Chair, seconded by Amel Morris. There was no discussion. Cal Carlson was elected Vice Chair unanimously 7-0. Susan Klingensmith nominated Jenny Thomas for Secretary, seconded by Meridith Balas. There was no discussion. Jenny Thoma was elected Secretary unanimously 7-0. Approval of Minutes: The minutes of the May 8th, 2024 regular meeting were approved by consensus. Correspondence: Director Wiles introduced Matthew Elshiaty from Kay, Casto, and Chaney as a member of the BOPARC legal team. Public Comment: None. Presentation: Morgantown Area Partnership: Mark Downs and LJ Giuliani from Mainstreet Morgantown presented plans about the Deckers Creek Initiative and Feasibility Study. MVGSC: This presentation was rescheduled for a later meeting Financial Report: Director Wiles reviewed the contents of the financial report. Susan Klingensmith moved to accept the financial report, seconded by Meridith Balas. The financial report was approved 7- 0. Executive Director’s Report: Director Wiles shared the contents of the Executive Director’s report. Old Business: None New Business: No Action Items General Board Comments: Jenny Selin is thrilled that there has been good attendance at the BOPARC concert series in the parks, credits the increase in publicity for the concerts. She goes to Krepps Park just about every day and sees the progress being made there. Amel Morris found the Deckers Creek park plans interesting. He also stopped by Marilla to view the pool construction. Cal Carlson thanked Director Wiles for the handling of the emergency at Krepps Pool in June as well as the staff training to handle situations such as this. Susan Klingensmith complimented the pools and summer camps are great, and said that the ball fields look fantastic. Meridith Balas reported that the Health and Wellness Commission meetings resumed on July 11th. She also shared that the WVU Alumni Association hosted a book drive, and Leadership Mon applications are due August 1. She also had an idea for the board to have a four-hour strategy retreat to look at bylaws, representation, and talent on the board to strategize for the future. Jenny Thoma has enjoyed summer in the parks with her family. She had a parent friend comment that the huge tent at Marilla gives a lot of shade, but there was not a lot of shade at Krepps, and if there is any possibility to increase that. Director Wiles said they can look into it for next season. She also commented that the progression of the Krepps Court looked good. Danielle Trumble said she attended the Krepps Park concert the previous night and checked out the dog park and courts. She’s been able to attend most of the concerts, and agreed that communication and advertising was better this year, especially with the larger crowds. She also attended the most recent gallery opening at Wiles Hill. She asked that at the end of summer if March Westin would be open to planning another visit to the poll site. She also said that Woodburn Association of Neighbors is having a cleanup on Saturday, July 20th, and has been working on a lot of cleanups on Deckers Creek. She said she will work with Meridith on the vision for the strategic plan, and sent the bylaws out to the group. Adjournment: Cal Carlson moved to adjourn, and Amel Morris seconded the motion. BOPARC Meeting Policies, with information regarding public comment, can be reviewed at http://www.boparc.org/boparc-meetings.html • Presentations o MVGSC – The Mon Valley Green Space Coalition is comprised of several organizations and individuals with a common vision of developing, preserving, and protecting interconnected trails and greenspaces in the Monongahela River Valley. MVGSC has been instrumental in the development and maintenance of our Marilla Park Connector Trail. Rick Landenberger will be joining us to discuss the history of and progress on the Connector as we move towards work in lower Marilla Park. o Morgantown Area Partnership – The Morgantown Area Partnership is a public/private alliance for the betterment of economic, business and community development in the greater Morgantown area and Monongalia County, WV. MAP will be joining us to present information regarding the proposed Deckers Creek water feature.
