Minutes of the January 8, 2025 Regular Meeting of the Board of Parks and Recreation
Commissioners
Location: Morgantown City Hall-Council Chambers
Call to Order: Chair Danielle Trumble called the meeting to order at 3:07 PM.
Establish Quorum: Members present in person were Susan Klingensmith, Danielle Trumble,
Meridith Balas, and Jenny Thoma, and Jenny Selin. Members absent: Amel Morris.
Approval of Minutes: The minutes of the December 11, 2024 regular meeting were approved
by consensus, with one correction to the spelling of Meridith Balas’ name.
Correspondence: None.
Public Comment: None.
Financial Report: Director Wiles reviewed the contents of the Financial Report. Cal Carlson
moved to approve, Susan Klingensmith seconded. The financial report was approved 6-0.
Executive Director’s Report: Director Wiles reviewed the contents of the Executive Director’s
report.
Old Business: Proposed BOPARC bylaw update, which was continued from the last meeting. In
addition to the proposed changes from the prior rounds, moved to repeal the previous bylaws and
approve the current revised bylaws as amended; Meridith Balas seconded. Approved 6-0.
BOPARC board spot on the Health and Wellness Commission: following discussion, Chair
Trumble would attend tomorrow’s Health and Wellness Commission meeting; Jenny Selin
would attend the following meeting, and further meetings would be determined at a later date.
New Business:
Director Wiles reviewed proposed pricing for pool admission in the 2025 season. She explained
that the pricing arrived at was comparable to or less than similar facilities in other locations. This
proposed scheme also provides for savings through season passes, as well as youth and senior
discounts and early bird discounts. They also wanted to keep group discounts as those have been
popular, adding the option to create one’s own pass.
General Board Comments: Jenny Thoma commended the efforts of Richia Austin in helping
purchase a painting from the Deborah Palmer Gallery at Wiles Hill. Jenny Selin noted that the
snow activities at Krepps park were in full swing and folks were enjoying themselves; Meridith
Balas noted the same for Jack Roberts park. Meridith also inquired about term expiration
procedures for board members. Cal Carlson inquired whether the cause of the fire at Whitmore
Park was ever determined (it had not, to anyone’s knowledge). Danielle Trumble noted that the
ice rink was nearing the end of its feasibility and is closing at the end of February, so public
sessions are still available from a limited time should anyone want to visit the rink before it is
improved for nostalgia purposes. She noted that only one of four heaters was currently out of
order, but that the three others are in full operation and repairs to the one malfunctioning one
can’t be made properly without closing the rink for a few days; to that extent, that repair will be
scheduled accordingly. Jenny Selin added that she and her husband had fun skating this year, and
that they have skated on frozen lakes before. So, ice skating at the rink leads to transferable skills
that can be used all over.
Adjournment: Susan Klingensmith moved to adjourn at 4:01 p.m., seconded by Cal Carlson.
