Minutes of the March 12, 2025 Regular Meeting of the Board of Parks and Recreation Commissioners Location: Morgantown City Hall-Council Chambers Call to Order: Acting Chair and Vice President Cal Carlson called the meeting to order at 3:05 p.m. Establish Quorum: Members present in person were Cal Carlson, Susan Klingensmith, Meridith Balas, Jenny Thoma, and Amel Morris. Members absent: Jenny Selin and Danielle Trumble. Approval of Minutes: The minutes of the January 8, 2025 regular meeting were approved by consensus. Correspondence: None. Public Comment: Director Wiles introduced three students from the lab who are assisting BOPARC. They have been working with BOPARC and are expected to have deliverables by April 7th. Financial Report: Director Wiles reviewed the contents of the Financial Report. Susan Klingensmith moved to approve, Meredith Balas seconded. The financial report was approved 6- 0. Executive Director’s Report: Director Wiles reviewed the contents of the Executive Director’s report. Old Business: None. New Business: BOPARC has a lowest qualified bid for the Lower Marilla Park playground, which is from Veritas for $378,206.00. This figure includes playground and equipment, surfacing, and vegetation. This is the second round of bids and BOPARC received good, competitive bids. Veritas anticipates having the work complete before the pool opens, which will be helpful for the public. Amel Morris moved to accept lowest qualified bid, Susan Klingensmith seconded. Approved 5-0. General Board Comments: Jenny Thoma reported that the kids have really enjoyed being able to get out in Krepps Park this week with the nicer weather. Meridith Balas reported that the students have been making good progress on their deliverables, and are excited to add the Lower Marilla playground to the project. She noted the construction around Wiles Hill Community Center has made it slightly harder for those not familiar with the location to find it; accordingly, BOPARC might want to consider temporary signage. Susan Klingensmith and her family are very excited about the new Marilla Pool and had a pleasant walk in White Park with some cleanup recently. Amel Morris inquired if it would be possible to open the bathrooms sooner than April 1, since folks are out in the parks now. Director Wiles explained that the opening date is really controlled by the weather, and they need to be reasonably confident that we are past any freezing before turning the water on in the restrooms, but she would look into it. Cal Carlson reported that the Woodburn Association of Neighbors would have a cleanup on Saturday, March 15th. Additionally, he drove through Marilla at night, and it is graded nicely and looks great. Adjournment: Amel Morris moved to adjourn at 3:28 p.m., seconded by Meredith Balas.
