Councilor Ryan Wallace, and Deputy Mayor Jenny Selin was absent. The meeting was called to order by the Mayor. EXECUTIVE SESSION: Pursuant to WV State Code Section 6-9A-4(b) (2) (A) motion by Dulaney, second by Brazaitis, to go into Executive Session to discuss personnel matters in considering new appointments for the Board of Park and Recreation Center (BOP ARC) Board. Motion carried by acclamation. Mayor, Council Members and Deputy Clerk present. He was confirmed the day before. SPECIAL MEETING: Council motioned by acclamation to go back into the Special Meeting at 8:24 p.m. Motion by Brazaitis to choose the members for the 3 open seats tonight, there was no second, motion failed 4-1. Motion by Fetty, second by Brazaitis to have another Special Meeting before the Regular City Council Meeting on Tuesday, September 4th at 6:00 p.m. for the two other candidates. Motion carried 5-0.
