CONFERENCE SESSION December 18, 2018: The Conference Meeting of the Common Council of the City of Morgantown was held in the Council Chambers on Tuesday, December 18, 2018 at 6:08 p.m. PRESENT: City Manager Paul Brake, Assistant City Manager Emily Muzzarelli, City Attorney Ryan Simonton, City Clerk Christine Wade, Delegates Barbara Fleischauer, Rodney Pyle’s, Evan Hansen, John Williams, Danielle Walker, Mayor Bill Kawecki, Deputy Mayor Jenny Selin and Council Members, Rachel Fetty, Ryan Wallace, Ron Dulaney, Mark Brazaitis, and Barry Wendell. The meeting was called to order by the Mayor. THE ITEMS IN DISCUSSION WERE THE LEGISLATIVE PRIORITIES FOR 2019 WITH STATE REPRESENTATIVES: Council and representatives were given a packet of information with the following 2019 priorities from Morgantown City Council: 1. Home Rule 2. 2018 Progress Report Municipal Home Rule Pilot Program 3. Ordinance 2017-54 amending section 1511.02 of the Fire Prevention Code to Authorize arrests for Arson and Explosives offenses 4. Ordinance 2017-52 creating a new section 1373.09 of the Planning and Zoning Code Governing Expansion of Nonconforming Agricultural, Industrial, and Manufacturing Uses 5. Ordinance 2017-53 creating a new section 1375.06 of the Planning and Zoning Code Governing Notice Procedures for Zoning Amendments Altering Dwelling Unit Density 6. Ordinance 2017-51 establishing a new section 129.17 of the Administrative Code Governing Disposition of Real Estate 7. Ordinance 2017-50 establishing a new section 129.18 of the Administrative Code providing for Expenditures of Funds on Public School Properties 8. Ordinance 2017-49 amending section 149.02 of the Administrative Code Providing Membership Requirements for the Board of Parks and Recreation Commissioners 9.
