LEGISLATIVE PRIORITIES 2021 WITH STATE REPRESENTATIVES ADJOURNMENT: There being no further discussion, motion by Councilor Kawecki, second by Councilor Harshbarger, to adjourn the Legislative Session at 6:57 p.m. ___________________________ ___________________________ City Clerk Mayor Page 3 of 5  RESOLUTION SUPPORTING THE CITY OF MORGANTOWN SEEKING APPROVAL FOR UTILITY BOX MURALS IN DOWNTOWN MORGANTOWN WHEREAS, the City of Morgantown wishes to support efforts to develop public art and murals throughout the community and support downtown revitalization and beautification efforts; and WHEREAS, the City Council recognizes the importance of arts and culture in economic development, quality of life, tourism development, educational opportunity, and civic involvement; and has identified “Arts and Culture” as a strategic goal of the City; and WHEREAS, the City of Morgantown Department of Arts & Cultural Development has partnered with Main Street Morgantown to create opportunities for local artists to create murals and artistic designs to enhance utility boxes in the downtown area with decorative vinyl wraps; and WHEREAS, an application approved by the West Virginia Department of Transportation Division of Highways would allow the City and Main Street Morgantown to install murals on six utility boxes, paving the way for future murals and public art projects. NOW, THEREFORE, BE IT RESOLVED by the City of Morgantown, this 15th day of December, 2020, that City Council and the Mayor do hereby SUPPORT and ENCOURAGE an application to be submitted by the Arts & Cultural Development Department to the West Virginia Department of Transportation Division of Highways to seek approval for the placement of vinyl wraps on utility boxes in downtown Morgantown. __________________________________ Mayor __________________________________ City Clerk Page 4 of 5  The City of Morgantown Office of the City Engineer Memorandum To: Kim Haws, City Manager From: Damien Davis, City Engineer Date: December 28, 2020 Re: Former Woodburn School ADA Improvements, Phase 2, Bid Call 2021-09 Bids were opened at 3:30 pm on December 22, 2020 for phase 2 of the Former Woodburn School ADA Improvement project. The Project consists of accessibility improvements to the former Woodburn School building. The renovations include two new toilet rooms, a new hallway off the existing Reception Area to access the new toilet rooms and side door, demolition of two existing toilet rooms to create a mechanical room and a new check-in room with a service counter opening into the entrance vestibule. Renovations also include associated mechanical, electrical, and plumbing work. Construction time limit is 120 calendar days. The results are as follows: CONTRACTOR COST 1. Caliber Contracting Services, Inc. $297,867.00 Base Bid 2. Lombardi Development Co. $328,000.00 Base Bid 3. Veritas Contracting, LLC. $349,409.00 Base Bid Engineering has reviewed the submitted bids for completeness and adherence to the Bid Call requirements and recommends award to the low bidder, Caliber Contracting Services.
