August 2, 2022
Special Meeting August 2, 2022: The Special Meeting of the Common Council of the City of
Morgantown was held in Monongalia County Commission Chambers on Tuesday, August 2, 2022,
at 6:04 p.m.
PRESENT: Mayor Jenny Selin, Deputy Mayor Danielle Trumble, Council Members Joe Abu-
Ghannam, Bill Kawecki, and Dave Harshbarger. Ixya Vega and Brian Butcher were absent.
The meeting was called to order by Mayor Selin.
Executive Session: Pursuant to West Virginia Code Section 6-9a-4(b)(2)(a) to discuss matters in
considering new appointments for Board and Commissions. Motion by Deputy Mayor Trumble,
second by Councilor Butcher, to go into executive session. Motion carried by acclamation.
Present: City Council. Time: 6:05 p.m.

AN ORDINANCE AUTHORIZING A LEASE AGREEMENT WITH EAN HOLDINGS
AT THE MORGANTOWN MUNICIPAL AIRPORT
The City of Morgantown hereby ordains that the City Manager is authorized to execute the
attached “Off-Airport Concession and Lease Agreement” with EAN Holdings, LLC, operating
Enterprise Rent-A-Car, Alamo Rent-A-Car, and National Car Rental, for services and use of
space at the Morgantown Municipal Airport, and to execute such other documents and take such
other actions as necessary and helpful to accomplish the purposes of such agreement.

Total Cost is based on 1,000 tons of Salt
I recommend moving forward with Option 2 and awarding the contract to Laurel Aggregates for
$136,500 for Treated Salt. Salt treated with Magnesium Chloride allows for it to be used at lower
temperatures than regular salt. This permits the City to be more affective at clearing the
roadways. Also with treated salt less salt is needed in order to maintain the roadway surface. This
amount is within the limits of the City’s 2023 budget.
Currently the City has roughly 1,000 tons of salt on hand. An additional 1,000 tons will fill our
supply and prepare us for the coming winter. We will also have 1,000 tons on reserve through
Laurel if needed.
