CIVILIAN POLICE REVIEW AND ADVISORY BOARD Morgantown, West Virginia MINUTES Special Board Meeting, October 4, 2023 Present: Bob Cohen, Rich Burks, Dady Dadyburjor, Catherine Fonseca, Bryan Church This virtual Special Meeting was convened by Zoom at approximately 12 p.m. to discuss proposed Bylaws drafted by Bob Cohen. Reviewed and discussed were proposed Article IX(D) through Article XVIII, which address: Limitations on Board Authority to Investigate Outreach to the Public Collection of Data Reports and Work Plan Ethics and Conflict of Interest FOIA Compliance Funding and Compensation of Board Members Liability of Board Members Confidentiality Amendments to Bylaws These sections of the proposed Bylaws were accepted as written or changed in relatively minor ways. The Meeting then discussed the following sections of the proposed Bylaws where there were outstanding issues: Article V(E) – Removal of Board Members from Office Article VI(B)(3) – Use of Robert’s Rules of Order at Meetings Article VIII(C) -Police Department Ride-Alongs Article VIII(D) – Orientation of New Members by Morgantown Police Department Article VIII(E) – Orientation of New Members by NACOLE or Similar Organization  The review of the Bylaws by Special Committees was deemed complete. Bob is to obtain a revised draft of Article III (Purpose) from Rachel Fetty, and prepare a new full draft of the Bylaws to be considered at tge Regular Meeting on October 12, 2023. The Meeting was adjourned at approximately1:20 p,m.
