MINUTES CIVILIAN POLICE REVIEW AND ADVISORY BOARD Regular Meeting April 11, 2024 In Person at the Morgantown Public Library, and by Zoom Members Present: Rachel Fetty, Bob Cohen, Dady Dadyburjor, Catherine Fonseca, Bryan Church, Megan Gandy (by Zoom) Also present in person: Two unidentified persons Also present by Zoom: Mike Nolting, two unidentified persons 1. Call to Order: 12:02 pm (by Rachel in the absence of Rich Burks) 2. Minutes of the special meeting held on March 28, 22024 were approved on motion of Dady, seconded by Catherine 3. COMMITTEE REPORTS – Community Outreach Committee Megan reported on plans for the community survey and presented a “Community Survey Research Proposal” which contains two alternate proposals. Proposal 1 includes three separate studies (focus groups followed by a quantitative paper survey followed by another round of focus groups), has an anticipated completion date of My 15, 2025, and would cost between $5254 and $9191. Proposal 2 includes a quantitative survey, has an anticipated completion date of December 31, 2024, and would cost between $1000 and $4288. Both proposals would be led by Megan and would utilize the WVU School of Social Work as a resource. There ensued lengthy discussion of the two proposals. Board members felt that Proposal 1 was more thorough but expressed concern that it would not be fully complete for over a year. Rachel moved to adopt Proposal 1. Dady seconded the motion. The motion was defeated on a 1-5 vote. Rachel moved that Megan should go immediately forward with Study 1 of Proposal 1 without funding. Bob seconded the motion. The motion passed on a 5-1 vote. Dady moved to present both proposals to City Council for its consideration, with the Board recommending adoption of Proposal 1. The motion died for lack of a second. Catherine moved to present Proposal 2 to City Council. Dady seconded the motion. The motion was defeated on a 2-4 vote. Megan moved to ask City Council for money to fund a community survey and said that she would write a justification to support the request. Rachel seconded the motion. The motion passed unanimously. 4. OLD BUSINESS A. Procedure for responding to emails addressed to the Board It was agreed that Bryan would assume responsibility for responding to emails to the Board. Bryan will prepare a suggested set of procedures for dealing with emails to the Board. Because of the lateness of the hour, it was decided to table the additional Old Business and New Business on the agenda. 5. OPPORTUNITY FOR PUBLIC COMMENT There were no public comments. 6.
