MORGANTOWN HISTORIC LANDMARKS COMMISSION July 19, 2017, Meeting Minutes The meeting was called to order by President, Shannon Tinnell in the Public Safety Building at 7:09 p.m. Attendance: Shannon Tinnell, Bill Kawecki, Rodney Pyles It was moved and seconded to accept the minutes. Motion carried. Suncrest Survey- The Mills Group filed an extension. Realtor Workshop Plans are being formulated for the Realtor Workshop funded with a SHPO grant of $2,000 with a 40% match. A tentative date is August 24 from 8:30 - 12:30 pm. The workshop offers 3.5 WV Real Estate CEA credits for those that attend. Refreshments will be provided. Jenny Brennen from WV SHPO is scheduled to speak as well as a paid speaker from Ohio. Through the grant, the MHLC will pay a 50.00 fee to the WV Real Estate Commission and the speaker's travel expenses. Promotion needs to be immediately. Missing MHLC minutes and agendas - Heather Carl contacted Tinnell about missing agendas are from Jan - Sept 2015, Dec 2016, Jan 2017 and March and June 2017 and missing minutes Jan-Sept 2015, Nov 2015, Dec, Feb, June -Sept 2016.The MHLC will look through old files and send what they find. Kawecki updated the Deckers Creek Pedestrian Bridge Project. He said the contract was voted on and signed by City Council and sent to DOH Project Manager for approval. If approved, they will send it to the Federal government to release the TIFF funding. Kawecki also gave an update on the Warner Theater. He said it should be part of a development of lower High Street, but the plans are not in final form. WVU entered agreement with Walnut Group of Pittsburgh for adaptive reuse of the building with the goal of maintaining the front façade. The plan includes WVU leasing new theater. Building smaller classrooms for theater students, apartments, shops, and a transportation hub. The MHLC should get a demolition permit before any work gets started. The development grant and the City Hall Building are in process. The RFP for the Phase II part of the New Deal/CCC Wall Grant Project was approved by SHPO and sent to Mike Gioulis. There was discussion as to where the old historic marker that is in the Courthouse should be located. Since the Courthouse Square renovation project has begun and the marker celebrates Morgantown and its 3 famous forefathers, it was decided that a place on city property would be most appropriate, but City Council doesn’t want it there. Other possible locations include: front lawn of the Aull House or the plaza at the Safety Building. Contact Joe Morris from the Urban Landscape Commission about other possible locations. MHLC need to look at the sign and see what repairs need made. Courthouse Square - Tinnell and Kawecki sent a letter to Mills Group about receiving advance notice on any alterations or demolition permits to historic structures within their jurisdiction. Mills Group did not respond. South Walnut Street is in bad condition and needs repaved. Alex Stockade and South Park residents want to keep the bricks. The MHLC discussed what could be done. July 1st is new fiscal year. Is the 15,000-budget requested was approved. The MHLC would like to have money set aside for matching grants, travel and training expenses, a walking tour, to develop a website and print some brochures. Indian Park - No news The Commission, the meeting was adjourned at 8:00 pm.
