From: hanko@comcast.net To: Heather Carl Subject: Nov Min Date: Friday, February 23, 2018 5:08:27 PM MORGANTOWN HISTORIC LANDMARKS COMMISSION November 15, 2017 Meeting Minutes The meeting was called to order at the Public Safety Building by Jeanne Grimm at 7:06. Present: Jeanne Grimm, Rodney Pyles, Bill Kawecki and Shannon Tinnell Approval of Minutes: Approved by MHLC members in attendance NEW BUSINESS: Real Estate Workshop - Tinnell and Grimm filled out the certificates and had Carol Allen mail them. Contacting the SHPO OLD BUSINESS: The grant for a Cemetery Workshop is being written for $3,000. The application was given to the City to complete and send in before the December 31, 2017 deadline. Chancery Hill Grant: Pam Brooks from SHPO gave Grimm the grant manual. June 30 final date. There is extra funds available from the SHPO for a second round of grants. Consultant list due Dec 15, 2017 Deckers Creek Pedestrian Bridge: Morgantown received the funding but is $130,000 short. The city will give $90,000 but still $70,000 short. Hoping the state will make up the difference. Warner Theater/Lower High Street: There are plans being made but nothing to share with the public yet. Phase II Stone Wall Project: It is in progress. Indian Park: Sign is gone from site. Need to find out who manages it? Courthouse Square/Sign: Sign in bad shape. Contact SHPO on repairs or the possibility of a new sign. South Walnut Street Brick Repair: It is still pending. Sabraton Survey Grant: Due date moved to Dec 31, 2017 so more people can apply for grant funding . The MHLC should have an answer on whether they were approved by Feb or March 2018. Those attending the last meeting will find them. > NEW BUSINESS: The 2018 Roundtable has been scheduled for March 7th at the Aull Center. It will take place of the regular March meeting. The City will be notified of the calendar change by Kathy Hanko. The guest speaker will be from the State Historic Preservation Office and they will speak on Section 106 of the code and changes in the new tax incentives. Alee Robins from the County Clerk Office will give information on accessing court records for research. Jenny Boulware from WVU History will have a presentation by her or a student. Mike Gioulis will update us on his work with Phase II of the WPA Walls. Contact is being made with the WV Civil War Roundtable to see if they have someone who will give a report on something of local interest. > OLD BUSINESS: The grant for a Cemetery Workshop is being written for $3,000. It will take place in September 2018 and will focus on raising, cleaning and repair of broken headstones in Oak Grove Cemetery. Carl Yagle, chair of the board has been asked to submit a letter of support. > Chancery Hill Grant: A Request For Proposal was released and there was no response. Jeanne contacted 6 businesses that she thought might be interested to see if they knew about the project. One responded positively so the deadline was extended until the end of December. > Deckers Creek Pedestrian Bridge: It is under construction offsite. The site is being cleared and the base being installed. The original piers are being restacked. > Warner Theater/Lower High Street: There are plans being made but nothing to share with the public yet. > Phase II Stone Wall Project: It is in progress. > Indian Park: We are waiting for approval of the marker. > Courthouse Square/Sign: Kathy will check with Joe Geiger of the State History and Cultural Center to see if they will give us an opinion as to whether the sign can be repaired or replaced. The DAR wants to have a marker installed with the history of the origin of Morgantown on it. Their proposal is very wordy and they don’t have the funds yet for it. The commission asked Rodney to contact them to see how we can work together on it. > South Walnut Street Brick Repair: It is still pending. > Sabraton Survey Grant: We will be notified at the end of February. > MHLC: Budget: Shannon is working on the request for funding for the 2018- 2019 > Jeanne suggested that we look into placing some markers of local interest in the streetscape on High Street. There are fenced-in areas around the trees that would be appropriate.
