Call to order
The Regular meeting of the Board of Trustees of the Morgantown Public Library convened at the
Morgantown Public Library, on March 15, 2018. The meeting convened at 9:06am, Penny Pugh, President
presiding, Kelly Funkhouser, secretary.
Approval of the Minutes of the February 15, 2018 Regular Meeting
The minutes were approved as corrected.
PUBLIC FORUM - None
CORRESPONDANCE AND COMMUNICATIONS – None
REPORTS OF COMMITTEES/OFFICERS
A. President – Linda Durfee and Penny Pugh will definitely have a draft position description and
annual review/evaluation instrument to look at next month.
B. Treasurer – Kelly Funkhouser distributed a rough draft of the February 2018 Financial Statement.
Some fund information had not been received.
REPORT OF THE LIBRARY DIRECTOR
The City of Morgantown is increasing the City’s minimum wage to $15 per hour.
William Marquette is retiring effective March 30, 2018.
Nancy Swanger retired effective 02/28/18 and is working reduced hours.
Staffing is over and under staffed at the same time. Sarah Palfrey is working of flexibility of staff
through cross training.
Sarah Palfrey and Crystal Isner went to Pittsburgh, PA to see other libraries and gather ideas and
information. The Young Adult collection with be shifted from the first floor to the second floor
starting next week. There is an April meeting scheduled for the Teen Advisory Board.
There has been a huge increase in circulation for the Children’s section during the teachers’ strike.
Circulation doubled for Thursday.
The target date for the new website is the end of April.
We are currently working on the summer programs calendar. Sarah Palfrey is considering dropping
the Curiosity Quest name and is working on replacing instructors that have moved from the area.
Sarah Palfrey updated the board regarding the WVLA Legislative Committee. The bill for a
Library Facilities Improvement Fund passed. This fund is designed to hold extra funds for
renovation and construction of libraries.

UNFINISHED BUSINESS
A. Long Range Plan – To be deleted from April Agenda.
B. Proposed Lease – Arnettsville – The status of the Proposed Lease was discussed.
C. Clinton District Public Library – No new information is available.
D. Sprucing up Spruce Street – Sarah Palfrey is waiting until attending Public Library Association
2018 Conference before ordering for the teen area and children’s area.
E. Building Update – No new information is available.
F. Article follow up – “Trickle Down Economics: Anticipating Significant Shifts in Local Political
Climates for Library Taxes Following the 2017 Tax Reform Bill. - The Article was discussed.
NEW BUSINESS
A. Databases and upcoming changes were discussed.
B. Sarah Palfrey distributed an additional article: “Design Choices for Libraries in the Digital-Plus
Era” by John Palfrey
BOARD COMMENTS
Linda Durfee – Linda Durfee asked if there will be information on the webpage to be able to donate
to the library. Sarah Palfrey said that the option will be available at the bottom of the page and in
another location as well. Linda Durfee gave Sarah Palfrey some information she had found
regarding donations.
Janet Payne – Janet Payne said that during the Dr. Seuss program she was able to direct attendees to
the circulation desk to get a new card and she overheard a comment – “Things are so much better.”
Janet reported that the Friends of the Morgantown Public Library have an additional $5,000 to give
to the library bringing this year’s total to $15,000. Sarah Palfrey will be speaking at the Campus
Club in April.
