Call to order
The regular meeting of the Board of Trustees of the Morgantown Public Library convened at the Morgantown
Public Library on January 15, 2020. The meeting convened at 9:08am, Sue Carpenter, President presiding,
Sarah Scharf, secretary.
Approval of the Minutes of the December 18, 2019 Regular Meeting
Judy Panagakos moved that the minutes be accepted as presented. This motion passed
unanimously.

REPORTS OF COMMITTEES/OFFICERS
A. President - None
B. Treasurer
o Financial statements as of January 15, 2020 were presented, discussed, and filed for audit.
C. Investment Committee
o Judy Panagakos will be drafting a new investment policy. She will create a Dropbox for
investment information. Links for the Dropbox will be sent out to the Board of Trustees, Sarah
Palfrey, and Kelly Funkhouser.
REPORT OF THE LIBRARY DIRECTOR –
Friends of the Morgantown Public Library – The Friends are reviewing bylaws & memo of
understanding. Janet Paine is the new President of the Friends.
Statistics for December 2019 were distributed and discussed.
The NorLN/MLN merger continues to move forward – documents for review are attached.
Library Appreciation Day at the Legislature will be held February 10, 2020. A table for Legislators is
stocked with books purchased by grant or donations for the Legislator to choose to donate to libraries in
their districts. Bonnie Dwire does a very good job with this. During the day, libraries are recognized in
the legislators’ session and a reception is held 5-7pm. Board members should let Sarah Palfrey know if
they are available to attend.
Overdrive and RB Digital are being purchased by the same holding company.
The Levy document is due to the Monongalia County Commission by February 12, 2020. A copy will
be included in the February Board Packet.
The circulation desk demolition is scheduled to begin January 27, 2020. Two temporary stations will be

set up the weekend before. The project is estimated to be completed in w weeks.
Personnel changes: The Adult Services/2nd floor supervisor, Aaron Johnson is leaving January 31, 2020.
Crystal Lang is moving from Teen Programming to Adult Services/2nd Floor Supervisor with modified
duties to include cross training employees for Circulation and Reference. There is a search for other
vacant positions underway.
Clay-Battelle Public Library has been short-handed. Thank you for Heather Tanton for filling in.

Levy Outreach – Sarah Palfrey is creating a Google calendar for levy outreach events and sharing that
link with the Board of Trustees. Sarah Palfrey will provide the board with Talking Points. National
Library Week, April 19th – 25th, is themed “Find your Place at the Library.” The last day to register to
vote is April 21, 2020 with early voting starting April 29, 2020.
Strategic Plan will be shared electronically with board for comments.
Public Librarian Certification Program – The West Virginia Library Commission is developing a three-
level certification program to help meet the needs of ongoing continuing education for West Virginia’s
library staff so they may provide professional library service.
BRANCH UPDATES
Clay-Battelle Public Library has been shorthanded. Thank you to Heather Tanton for filling in.
UNFINISHED BUSINESS
Interior Door replacement – Judy Panagakos moved to replace three interior fire doors with better
ones. The motion carried unanimously.
NEW BUSINESS –
Credit Card Increase Authorization – Judy Panagakos moved to increase the credit limit on our
United Bank credit card from $2,000 to $42,500 which reflects an increase of $40,500. The motion
carried unanimously.

Judy Panagakos moved to adjourn. The motion carried unanimously. The meeting adjourned at
11:30 am.
